With the acceleration of China's urbanization process,people's demand for housing has increased,and China's housing construction has been newly built,renovated and demolished continuous growing.In this case,China's construction industry produces hundreds of millions of tons of construction waste each year,but the utilization rate of construction waste is only about 5%.In order to alleviate this situation,in recent years,many regions have tried to apply the public-private partnership(PPP)model to the construction waste recycling project.This will enable both the government and the private sector to leverage their respective strengths,not only it can address the problem of insufficient government funding but also share the risks of the private sector.Because the rationality of risk sharing directly affects the success of the construction project,in the previous PPP projects,each participant attached great importance to the risk sharing of the project.In this paper,build the risk sharing model,make the PPP mode for the recycling of the construction waste project as the research object,and provides the solution to project risk allocation problems by identifying the main risk factors and risk of project main body.First of all,summarized the PPP mode in recent years,the PPP mode risk sharing,and the PPP mode construction waste recycling processing in the application of research methods and research content,research direction through the literature review,laid a theoretical foundation of the project for the recycling of the construction waste for further research on the PPP mode risk sharing problem.Secondly,the preliminary risk identification of the construction waste recycling project in PPP mode is carried out by using the checklist method and the flowchart method,summarized of supplementary major risk factors according to relevant policies and regulations and the actual project,finally determine the risk factors including 44 risk list.Analyzed the form of the PPP project by means of suitable for the recycling of the construction waste concrete,and identified eight major subject of risk surrounding by the government and the public sector and private sector consisting of a special purpose company(SPC).Thirdly,constructed the risk sharing model of construction waste recycling project based on fuzzy comprehensive evaluation method and grey relational degree method by summarized the risk sharing framework.This risk sharing model is used to determine the risk factors of the project to be borne by the risk-sharing party,and the specific proportion of risks should be determined for non-single risk sharing parties.A detailed analysis is made on how to carry out the risk sharing of construction waste resource management project in PPP mode.Finally,demonstrated the concrete analysis process of risk sharing through practical cases,and verified the risk sharing model.
