Based on the local government competition theory,this paper starts from the perspective of competition interaction of local government environmental regulation strategy,and studies the spatial overflow problem of local government environmental regulation.In this paper,we used the data at China`s prefecture-level cities over 2003-2015 years to explore the specific form of the inter-regional strategic interaction of environmental regulation and the influence factors of strategic interaction by the spatial panel model combined spatial static panel model with spatial dynamic panel based on the research of evolutionary game.economic and geographic nested matrix and reverse distance matrix are constructed to reflect different spatial correlation structures.Combining the model empirical regression results,we identify and analysis the current period and inter-temporal competition strategy of local government.Empirical results confirm that adjacent cities do exist strategic interaction of environmental regulation.The introduction of the reward and punishment constraints of the central government and the reduction of the free space of local government free-riding are conducive to the evolution of the whole gaming system to the ideal state.The competition could be moderate with a long-term plans and the essence of regulation strategy will not change.In addition the local government environmental regulation has obvious path dependence.We also confirmed that competition strategy will be adjusted for different pollutants and the geographical proximity factor is still the key consideration of environmental regulation of local government competition.
