Research On The Orientation And Effect Of Industrial Policy In China’s Iron And Steel Industry

Industrial policy is the Government’s policy tool to intervene the economic operation,which is widely used to realize economic growth.Industrial Policy is divided into two categories: selective industrial policy and functional industrial policy.The industrial policy of our country has been regarded as the selective industrial policy by scholars,which should be transformed to the functional industrial policy.As the pillar industry of national economy,iron and steel industry has always been the key area of macro-control.The government has issued a series of industrial policies to guide the healthy development of the iron and steel industry.Based on the promulgated policy text of iron and steel industry in 1990-2015,this thesis studies the policy orientation and implementation effect of industrial policy by means of bibliometrics,content analysis and statistical analysis.First of all,this thesis collects 138 policy texts from “the Chinese Iron and Steel Industry Yearbook” and “the Chinese iron and steel memorabilia”.The 138 policy texts are divided into 9 major policy themes according to the key words of the document,respectively,for safety production,quality supervision,environmental protection,technological innovation,mine development,structural adjustment,steel trade,industry admittance and industrial planning.This thesis analyzes the external characteristics of policy texts by means of bibliometrics,mainly including number of policy texts in different years,distribution of policy themes,and distribution of policy themes in different years.The study found that in 138 policy texts,the proportion of industrial policies related to structural adjustment,quality supervision and environmental protection was larger,while the proportion of industrial policies related to safety production,technological innovation,mine development and industrial planning was relatively small.And over time,the number of industrial policies focused on safety production and quality supervision is decreasing,and the number of industrial policies focused on environmental protection,industry admittance and industrial planning is increasing.Secondly,we extract 22 intervention degree adverbs as variables and use system clustering to divide 138 policy texts into 5 categories,and find the difference of intervention degree in different categories.According to the results of the system clustering,we analyzed the iron and steel industry policy in a horizontal and vertical way,mainly includes two points: first,studies the intervention degree and the policy orientation of different policy themes;the second is to study the intervention degree and policy orientation of policy in different periods.The study found that the intervention degree and the policy orientation of different policy themes are different.The intervention degree of industrial policy related to safety production,quality supervision and industry admittance is the most strong;the intervention degree of the industrial policy related to steel trade,mine development and structural adjustment is strong;the intervention degree of industrial policy related to environmental protection and technological innovation is less strong;the intervention degree of industrial policy related to industrial planning is weak.The policy orientation of industrial policy related to safety production,quality supervision,industry admittance,steel trade,mine development and structural adjustment is selective industrial policies;in industrial policies related to environmental protection and technological innovation,selective industrial policy and functional industry policy are almost half;the policy orientation of industrial policy related to industrial planning is functional industrial policy.The intervention degree and the policy orientation of iron and steel industry policy in different periods have differences.Over time,the intervention degree of iron and steel industry policy is gradually weakening,and the government implements more and more functional industrial policy,but the proportion of selective industrial policy is still large.On the whole,China’s iron and steel industry policy is still focused on selective industrial policy,functional industrial Policy as the supplement,therefore,the policy orientation of China’s iron and steel industry policy is selective industrial policy.Finally,the thesis evaluates the effect of industrial policy from four aspects of crude steel production,fixed assets investment,concentration ratio and capacity utilization.The study found that the growth rate of crude steel production and the growth rate of fixed assets investment fell into a circular path of “decline-rise-fall-rise again”.The concentration ratio falls into a cycle path of “decline-rise-fall”;combined with capacity utilization,the iron and steel industry is trapped in a cycle path of “stimulus-excess-elimination-stimulus”.In the short run,the government’s industrial policy has a positive impact on the change of crude steel production,fixed assets investment,concentration ratio and capacity utilization,but in the long run,the government’s industrial policy is simple,blindness and randomness,which is still a selective industrial policy in essence.This kind of industrial policy causes the growth rate of crude steel production,the growth rate of fixed assets investment,the concentration ratio and the capacity utilization to fall into the bad circulation path.
