| Starting from the new historical starting point,the 18th National Congress of the Communist Party of China made a strategic decision to "strongly promote the construction of ecological civilization",comprehensively explained the content of ecological civilization construction,and proposed"focusing on promoting green development,circular development,and low-carbon development."Carbon Emissions Trading is an environmental policy that solves environmental problems by means of marketization and governs environmental issues with the principles of a market-based mechanism.Since China launched pilot regional carbon emissions trading markets in Beijing,Tianjin,Shanghai,Hubei,Chongqing,Guangdong and Shenzhen in October 2011,the academic community has embarked on a research boom in carbon emissions trading systems.The significance of this paper is to explore whether the carbon emission trading system can truly promote technological innovation and achieve a win-win situation between the economy and the environment from the perspective of system and innovation,combined with China’s background and implementation,using more microscopic data and more scientific empirical methods.First,based on institutional economics theory.Through the theoretical models of property rights,innovation and patents in economics,this paper comprehensively analyzes the impact mechanism of carbon emission trading system on innovation.Second,the triple difference method is used for empirical testing.This paper takes China’s carbon emission trading pilot as a quasi-natural experiment.Based on the patent data from 2008 to 2014,combined with China’s urban statistical yearbook,China Industrial Statistical Yearbook,and China Energy Statistical Yearbook,it adopts the fixed effect of controlling city,year and industry.The triple difference model is empirically studied.The empirical results show that:First,the pilot program of carbon emissions trading encourages enterprises to carry out technological R&D innovations,significantly increasing the number of invention patent applications and the success rate of authorization.Secondly,the effect of the carbon trading system on the significant effects of authorized invention patents,invention patents,utility model patents is decreasing.Based on theoretical analysis and empirical test,this paper draws the conclusion that the carbon emission trading system is conducive to promoting enterprise innovation.On the road of actively carrying out ecological civilization construction and promoting the development of green economy in China,the carbon incentive trading market incentive system provides a good institutional guarantee for sustainable economic development.This study provides relevant suggestions and experience to promote the development of innovation activities,the protection of patent property rights and the launch of a nationwide carbon emissions trading system. |
