Research On Ecological Compensation Of Forest Tourism In Hainan And Its Influencing Factors

Hainan’s unique rainforest forest ecosystem has brought important ecosystem service value to the country and its surrounding land and sea areas,and the development of Hainan tourism can give full play to the ecological,social and economic value of forest ecosystem,but the development of forest tourism has also brought negative effects to local economy,community residents and forest resource environment.In order to understand its influencing factors and operating mechanism,to maintain the sustainable development and structural balance of forest ecosystem and tourism,it is urgent to study the ecological compensation mechanism of forest tourism in Hainan.At present,there are some problems in the study of ecological compensation mechanism of forest tourism in Hainan,’such as unclear factors,difficult to determine compensation standard accounting methods and insufficient empirical research.In order to scientifically determine the influencing factors of Hainan forest Tourism Ecological Compensation System,this study preliminarily determines the index system of influencing factors through literature summary and expert consultation,which is divided into 14 indexes in second level according to economic factors,social factors and resource and environmental factors,and through comparative analysis and hierarchical analysis of the index system.The research constructs the judgment matrix and determine the questionnaire,according to the questionnaire’s feedback from 20 experts and scholars,and uses the Python3.6 programming language for matrix operation and consistency analysis,then calculates the index weight,constructs the hierarchical substructure model and hierarchical sorting table,and evaluates the analysis results.This paper makes a preliminary discovery that the factors affecting the ecological compensation of forest tourism in Hainan are ranked from high to low as follows:resource and environmental factors,economic factors and social factors,among which the factors the index layer is sorted as biodiversity,environmental pollution,local economic development level,tourism economic status,tourism sector and enterprise afforestation,forest and management cost,ecological civilization education popularization,forest population employment rate and wage level,relevant laws and regulations and national policies,forest ecological location,forest accumulation and annual growth,Infrastructure construction,the contradiction between tourism enterprises,tourists and local residents,the opportunity cost of local residents,the capacity of regional residents themselves.In order to study the ecological compensation system of forest tourism in Hainan in a comprehensive,scientific and efficient way,this study is based on the hierarchical structure model of the index system of influencing factors,and determines the compensation content,analyzes the main object of compensation,and determines the compensation standard accounting the method of the market price evaluation method by means of comparative analysis and Literature analysis.According to the compensation content,the formula of compensation standard accounting method is clearly defined.The research also analyzes the compensation mode based on compensation subject and compensation way,and improves the guarantee system from four aspects of benefit evaluation,ecological detection,supervision assessment and accountability,then finally constructs the framework of Hainan forest Tourism ecological compensation system.In order to verify the rationality and scientific nature of Hainan forest Tourism Ecological Compensation System,this study takes the Diaoluo Mountain National Forest Park as an example to carry on the empirical analysis,by analyzing the economic,social and resource environment status of the Diaoluo Mountain ecotourism,and studies the ecological compensation system of the Diaoluo Mountain tourism.It was found that the actual amount of compensation for tourism between the October and December in 2018 was still low within a reasonable range,and ignoring the opportunity cost of residents,not carrying out professional funds management,the lack of development of forest ecotourism and lacking in innovation.Finally this research made the targeted reference suggestions based on the above deficiencies.The conclusion part of the study summarizes the contents of the fifth,sixth,seventh chapters,proposed the shortcomings of the research and gives the expectation to the follow-up research.
