| With the development of international engineering and the progress of project management technology,EPC project general contracting is a common contracting mode in the current international construction engineering application.The general contractor is responsible for the design and construction of the project.The contracting mode is convenient and economical,but the cost control is difficult and the risk is relatively large.Cost control in design stage is a kind of prior control.Strengthening cost control in design stage of international engineering project is very important to the smooth progress of the project and economic benefits.China-Central Asia Natural Gas Pipeline Project is an important part of China’s The Silk Road Economic Belt is an indispensable part of the Silk Road Economic Belt.Turkmenistan,Uzbekistan,Kazakhstan and Pakistan,as neighboring countries,have also played an important role in the strategy of the Silk Road and have natural advantages in natural resources reserve.This paper studies the cost control in the design phase of Central Asian natural gas EPC project,especially taking the D-line as a case study.On the basis of defining the related concepts of cost control in the design phase of overseas EPC project,this paper explains the relevant theory of cost control in the design phase of EPC project,and guides the current situation of cost control in the design phase of Central Asian natural gas EPC project.Based on the analysis of the problems and causes of cost control in the design phase of Central Asia Natural Gas EPC Project,Delphi consultation,hierarchical structure model construction and weight calculation are carried out on the influencing factors of cost control in the design phase of the project.From the aspects of perfecting communication with the owners,perfecting the design and promotion of concurrent engineering by relevant parties,and joint design led by the Chinese side,this paper puts forward the path and Countermeasures for optimizing the cost control of Central Asian natural gas EPC project.In order to ensure the effectiveness and timeliness of cost control strategies in the design phase of Central Asian natural gas EPC project,this paper also proposes some measures to optimize the cost control in the design phase of EPC project,such as applying BIM technology to simulate the construction process to optimize the design,maximizing the economic benefits based on value engineering design,and implementing quota design.Delphi method and hierarchical structure model are used to empirically study the cost control of D-line design structure of Central Asian natural gas pipeline project.Through Delphi expert consultation and issuance of "Expert Consultation and Evaluation Table of Cost Control Evaluation Index System for Central Asian Natural Gas Pipeline Project Design Phase",the impact indicators of cost control are refined,and the impact factors are evaluated by hierarchical structure model.By constructing two-to-two comparison matrix,the weight of indicators is quantitatively evaluated,and the completion of Central Asian Natural Gas Pipeline Project Design Phase is calculated.The weight of influencing factors in this control.The research process adopts a theoretical model combining qualitative and quantitative analysis,and on this basis,provides an empirical basis for the optimization of project cost control.The results show that the weights of internal factors and external factors are 0.612 and 0.388 respectively,and pass the consistency test.It can be seen that cost control should rely more on the internal cost control of Central Asian natural gas pipeline project design.The purpose of this study is to save resources as much as possible by optimizing the cost control in the design phase of overseas EPC projects,so as to achieve the greatest purpose of saving costs,shortening the construction period and reducing risks in the construction process.This paper not only helps to guide the experience and system of cost control in the design phase of Central Asian natural gas pipeline project,but also provides a reference for the follow-up enterprises who want to "go out",and supplements and extends the related theoretical achievements of cost control in overseas EPC design phase of predecessors. |
