| The Beijing-Tianjin-Hebei region is the core of the Bohai Economic Circle,and its manufacturing industry plays an important role in its economic development.However,the current ecological and environmental problems in the Beijing-Tianjin-Hebei region have become increasingly serious,and its environmental problems have become the most urgent and prominent problem in the current coordinated development of Beijing-Tianjin-Hebei.Public policy plays an important guiding role in solving ecological problems.Therefore,analyzing the green spillover of the Beijing-Tianjin-Hebei manufacturing industry,exploring the mechanism of green spillovers,and the role of industrial policies in its green spillovers,with a view to proposing corresponding policy improvement measures,has become the focus of this paper.This paper focuses on the green spillover of the Beijing-Tianjin-Hebei manufacturing industry.First,it defines the concept of green spillover,uses qualitative analysis,analyzes the cost composition and benefits of technology suppliers and technology learners,and summarizes the mechanism of green spillover.This paper believes that in policy Under the influence of factors,the green spillover of manufacturing industry promotes the green spillover effect of manufacturing industry by formulating energy prices,guiding technological progress,and regulating energy consumption.Combined with the VAR impulse response function,the unit energy consumption is used as the measurement index,and the data from2007 to 2016 is selected.The impulse response analysis of the leading industries in Beijing and Tianjin is carried out in Hebei Province,and the empirical results are analyzed according to the green spillover mechanism.Overall,the green spillover effect of capital-intensive industries is higher than that of labor-intensive knowledge-intensive industries,and some knowledge-intensive industries still have pollution spillovers.Based on the empirical analysis of the green spillover of the manufacturing industry in Beijing-Tianjin-Hebei region,and the specific industrial policy analysis,it can be seen that in the industrial green spillover,the overall spillover effect of the Beijing-Tianjin-Hebei regionis not obvious;capital-intensive and labor-intensive green spillovers The effect is obvious;under the guidance of environmental protection policies,there is a clear green spillover effect on industries with high pollution and high energy consumption.Therefore,based on the above analysis,this paper proposes to achieve environmental protection policy docking,through policy to guide green spillovers;use energy price leverage to promote the green spillover effect of Beijing-Tianjin-Hebei manufacturing industry;focus on developing knowledge-intensive industries,and achieve cooperation with Beijing-Tianjin industry Docking;increasing R&D capital investment and promoting four countermeasures for the green spill in the Beijing-Tianjin-Hebei manufacturing industry. |
