Construction Of Regulatory Platform For Whole Process Of Land Application Of Municipal Sewage Sludge

Land application is an inportant way for treatment of municipal sewage sludge.It is urgent to form a complete and efficient industrial chain for land application of' municipal sewage sludge to promote the land application.This study applicated the technology of Internet of Things in the process of produce,transfer,treatment,absorption and supervision of municipal sewage sludge to design a regulatory platform,which could supervise the whole process of land application of municipal sewage sludge.The investigation of current situation of operation process of disposal industry of sludge land application indicated that there was serious safety risk in sludge information management,sludge transfer,application and systen planning.In addition,lots of management problems such as complex relationship between relevant units and vague definition of responsibilities were also found,which hinder the development of the industry.In order to solve the above problems,the unified regulatory platform of sludge land application was established based on the analysis of their disposal process.This monitoring platform was composed of six service portals,including environmental authorities,sludge producing units,transportation units,treatment units,consumption units and supervision units.Those service portals were integrated with four functional modules,including sludge production management module,absorption plan formulation module,transfer management module and absorption supervision evaluation module.The product infornation registration system was established to meet the requirements of current supervision and management based on the advanced technologies,such as Internet of Thing,Mobile Interconnection,RFID,GIS,GPS,etc.This system was integrated with five major technical support systems:sludge information registration system,transshipment planning system,electronic joint list management system,GPS transportation monitoring system and GIS land distribution system.Furthermore,four management modes included source management mode,plan simulation sileneration mode,mobile terminal remote management handover node and GIS soil early warning management mode were built.These management modes could realize the seamless connection of every relevant units in the whole process management via combined methods of supervision,management,efficiency improvement and risk warning means The establishment of regulatory platform could present the closed-loop management of the whole process of sludge from "production" to "soil" in real-time.The realization of seamless connection and closed-loop management could provide technical supports for supervisions of environmental authorities.
