Waterway transportation has taken advantage of its high volume and low freight rate as one of the main modes of transportation of goods,and water transportation has developed rapidly.The Yangtze River is known as the golden waterway,and its development strategic position is increasingly important.The total volume of transported goods grows rapidly with the development and development of the Yangtze River Economic Belt,and the opportunities and threats are increasing.Once a sudden accident occurs in a dangerous goods ship in the Yangtze River,it may cause serious casualties and economic losses.The surrounding environment and ecology may also be affected or even destroyed due to the nature of the dangerous goods.Therefore,the smooth development of emergency rescue work is the decisive factor for better response to sudden water accidents on the Yangtze River.The allocation of emergency resources is an important part of the rescue work.This paper focuses on the vulnerability and danger of the emergency resources network of the Yangtze River.The research on the optimal allocation of emergency resources prevention is carried out.The main contents are as follows:The types of dangerous goods accidents on the Yangtze River were divided.Through the statistics of the traffic volume and the number of sudden accidents in the Yangtze River,the status quo of the Yangtze Rive was studied from the aspects of dangerous goods transportation and ship pollution prevention.The classification and characteristics of emergency resources are analyzed.The topological structure of the emergency resources network of each section of the Yangtze River is constructed through the study of complex networks.The concept and characteristics of vulnerability are studied.The selection degree,the median,the average path and the clustering coefficient are the vulnerability evaluation indicators,the rating index system is established,and the vulnerability assessment model is constructed to vulnerable to the emergency resources network of the Yangtze River.The degree has been studied,and the vulnerability of the Yangtze River emergency and emergency resources network has been analyzed,which lays a foundation for solving the problem of the allocation of emergency resources for the Yangtze River.Based on the emergency resource demand forecasting,the determination of the emergency resource storage capacity and the emergency resource allocation method,the operational mechanism of the emergency resources is studied,the allocation of emergency resources is analyzed,and the time cost and economy of the transportation are determined.The cost is the objective function,and the multi-objective planning model for the emergency resource allocation of the Yangtze River based on the minimum comprehensive cost is established.The model is solved by Lingo software.The validity and feasibility of the model are verified by simulation cases.Under the condition of time limit,the problem of emergency resource allocation is analyzed.Finally,the versatility of the constructed model is analyzed.The results of this paper can reasonably and scientifically describe the emergency resource allocation of the Yangtze River,and can also solve the model in a short period of time,and provide a theoretical basis for the actual work of the Yangtze River emergency and emergency rescue.
