Research On Emergency Resources Modular Allocation Capacity Assessment And The Intelligent Reserve In Chemical Park

Emergency resources are the sum of all kinds of resources such as manpower,supplies,information and technology needed for the emergency management system to carry out emergency activities effectively and ensure the normal operation of the system.Through the research on emergency management system and emergency resource allocation,combined with the construction demand and development trend of chemical park,this topic selects four index systems,such as emergency human resources,emergency supplies,emergency technology and emergency information resources,and studies the emergency resource allocation of chemical park,and obtains the following research results:(1)After the occurrence of an emergency,the emergency resource allocation in the chemical park is analyzed and identified,the hierarchical analysis method is selected,the evaluation model of emergency resource allocation in the chemical industrial park is constructed,and the importance of the emergency resource index is sorted by weight calculation results and consistency test.(2)According to the sorting results of hierarchical analysis,select emergency supplies in emergency protection resources,and study their rapid procurement and rational transportation,combined with the construction needs and development trends of the park,put forward an integrated management model of emergency supplies.This model covers all aspects of emergency material procurement,transportation,storage,testing and maintenance to improve the efficiency of emergency response in chemical parks.(3)This project takes the Shanghai Chemical Industry Park as a case,and proposes an emergency supplies management system based on the current management mode of the park.On this basis,according to the emergency management needs of the park,combined with the current development trend of the chemical park,the software platform was developed,and the overall structure of the material storage system was designed,and from the design principles,objectives,functions,database structure,and storage modes,etc.Explained;based on the park’s police handling platform,supporting material reserve management software was developed,using database,GPS,GIS and other technical means to realize the functions of dynamic management of emergency supplies,maintenance and inspection,emergency procurement,and transshipment monitoring.The research results of this topic systematically expound the role of emergency resources in emergency response activities,strengthen the dominant position of emergency response center in emergency resource allocation in chemical park,embody the characteristics of intelligent resource reserve and scientific emergency disposal,and make useful exploration and attempt for the development of intelligent emergency response.It can provide some reference for the management of similar chemical park.
