Since China entered a new era of reform and opening up,China’s economy has achieved rapid growth for a long time,and its national comprehensive power has been greatly improved.The proposal of the "The Belt and Road" cooperation initiative is an important manifestation of China’s international influence.The provinces which are in the Silk Road Economic Belt face rare opportunities for historical development.However,due to the relatively extensive economic growth mode of China in the past period and the serious damage to the ecological environment,the mode of green development represented by ecological capital is the inevitable choice for China’s economic transformation under the new economic normal.Under this background,the analysis of the spatial and temporal evolution trend and influencing factors of the ecological capital efficiency in the relevant provinces which is included the Silk Road Economic Belt is of great significance to the green development of China’s regional economy.This paper takes the provincial ecological capital of the Silk Road Economic Belt as the research object,and takes the theory of "two mountains",the theory of differential land rent and the theory of property rights as the theoretical basis.Firstly,the external factors and internal factors of ecological capital development are expounded,and the development of ecological capital is analyzed.Secondly,based on the data of the western nine provinces involved in the Silk Road Economic Belt from 2008 to 2017,this paper constructs an ecological capital index system,and uses the ultra-efficient SBM model to measure the ecological capital efficiency and lateral spatial difference analysis,meanwhile use the Malmquist index to carry out longitudinal time series evolution analysis.The analysis results show that the overall eco-capital efficiency of the Silk Road Economic Belt is relatively high.The ecological capital efficiency of the five provinces in the northwest is higher than that of the four provinces in the southwest.The ecological capital efficiency of the Ningxia region in the Silk Road Economic Belt is the highest.At the same time,the total factor productivity of ecological capital in the Silk Road Economic Belt is divided into three stages:high-speed growth stage(2008-2012),stable growth stage(2012-2015)and low-speed growth stage(2015-2017).Then,this paper uses the panel Tobit regression model to analyze the ecological capital efficiency of the relevant provinces of the Silk Road Economic Belt.The analysis results show that the per capita GDP,the harmless treatment capacity of domestic garbage and the ratio of the primary industry in GDP have a significant negative correlation between the ratio of consumption and the efficiency of ecological capital.The power consumption and the proportion of urban population have a significant positive correlation with the efficiency of ecological capital.From a regional perspective,per capita GDP,the ability of household garbage to be harmless,and the third proportion of GDP of industrial added value and GDP of primary industry has a significant negative correlation with the economic efficiency of the five northwestern provinces.The proportion of urban population and power consumption has a significant positive correlation.There is a significant negative correlation between per capitaGDP and ecological capital efficiency in the four southwestern provinces.Finally,the paper proposes some recommendations.The recommendations include the development of ecological capital to accelerate the green transformation of industrial structure and developing ecological capital according to local conditions.And it also involves formulating strategic plans for green development of enterprises and establishing green Developing think tanks.
