In recent years,the challenge of climate change and the prominence of environmental pollution have forced countries around the world to commit themselves to changing the traditional mode of economic growth.All economic entities adopt green innovation as a means to promote the transformation of efficient utilization of resources.In order to measure the input and output of green innovation,green innovation efficiency emerges as the times require.It can directly and objectively reflect the greening degree of regional innovation efficiency.The improvement of green innovation efficiency shows that the region obtains more green innovation output with less resources input.The Yangtze River Economic Belt is an important supporting belt for China’s economic and social development.According to the current development situation,it is urgent to carry out the transformation of development mode around "green" and "innovation".Improving the efficiency of regional green innovation in the Yangtze River Economic Zone can effectively promote the green transformation of regional innovation input and output in the Yangtze River Economic Zone,and is conducive to the optimal allocation of innovation resources and the realization of regional high-quality development goals.In order to improve the efficiency of green innovation in the Yangtze River Economic Zone,this paper mainly studies the efficiency of regional green innovation and its influencing factors.As green innovation is an organic system,it is affected by both internal and external factors.Therefore,after measuring the efficiency value through the role of internal factors,this paper also explores the direction and extent of the impact of external factors on the efficiency value of regional green innovation.In order to highlight the regional characteristics,this paper first establishes the index system of green innovation efficiency measurement based on relevant research,selects panel data of 11 provinces and cities in the Yangtze River Economic Zone from 2009 to 2016,and uses SBM-DEA model to calculate the green innovation efficiency value of each region in the Yangtze River Economic belt.Then,according to the calculation results,this paper summarizes the differences of regional green innovation efficiency: From the time dimension analysis,it is concluded that the green innovation efficiency of the Yangtze River Economic Zone is on the rise year by year,reaching a high level of 0.7151 in 2016;From the spatial dimension analysis,the green innovation efficiency of the Yangtze River Economic Zone presents the development form of U-shaped structure in the upper,middle and lower valleys,and there is spatial agglomeration and dependence(global autocorrelation index is positive).At the same time,the local autocorrelation analysis shows that the upstream and downstream regions present high aggregation(i.e.,green innovation is highly efficient and radiation effect is large),while the middle reaches show low aggregation(i.e.,green innovation efficiency is low and radiation effect is small).Based on the regional differences reflected in the analysis of green innovation efficiency in the Yangtze River Economic Zone,this paper chooses five macro-indicators to analyze the influencing factors: pollution cost,technology market maturity,environmental regulation intensity,industrial structure and openness.The results show that the maturity of technology market,industrial structure and openness have a significant positive correlation with regional green innovation efficiency;environmental cost has a positive impact on regional green innovation efficiency,but lags behind in time;and the intensity of environmental regulation has an inverted U-shaped relationship with green innovation efficiency.In view of the conclusions drawn from the study,this paper puts forward countermeasures and suggestions from three aspects: The first is to break the barriers to regional development.Through strengthening regional technological exchanges and cooperation,enhancing mutual promotion,building regional green innovation system by learning from each other’s strengths and weaknesses.The second is to adjust the influencing factors of regional differences.By adjusting the intensity of environmental regulation,industrial structure and market openness in different regions,we can improve the efficiency of green innovation in this region.The third is to transform the green development model.By optimizing the allocation of resources and drawing lessons from the experience of river basins,the green development model can be transformed so as to improve the efficiency of green innovation in an all-round way.
