Transformation Mechanism Of "Resource Drag" And "Resource Curse" In Resource-based Cities

Resource-based cities are cities dominated by the exploitation and processing of natural resources such as minerals and forests in the region.They are important strategic bases of energy and resources in China and important supports for the sustained and healthy development of the national economy.Resource-based cities have obvious life cycle which highly consistent with the resource development process.Due to the differences in mining time and mining intensity,resource-based cities face different conditions of available resources.Then whether resource-based cities will face the "resource drag" constraint under the condition of relatively insufficient resources and the "resource curse" constraint under the condition of relatively abundant resources.Whether the role of resource constraint will change in the whole life cycle of resource-based cities.The solution of these problems is of great significance to the development of resource-based cities.This paper reconstructs the two states of resource constraints of “resource drag” and “resource curse” based on production theory,and establishes a theoretical model of resource constraint transformation mechanism of resource-based cities of their mutual transformation based on neoclassical economic theory.Based on the panel data of 30 typical coal-mining cities from 2001 to 2016,we use the panel smooth transition model to study the conversion mechanism between “resource drag” and “resource curse” in coal-mining cities.The results show that: the resource constraints of resource-based cities is not only related to the degree of resource dependence,but also related to the scale of labor reward of the resource mining sector.The constraint effect of coal resources on the economic growth of coal cities is generally shown as a transition from “resource drag” to “resource curse” with the change of resource dependence.There are differences in the labor scale rewards of resource exploitation departments and the resource constraints in different development stages of coal cities.Based on the research conclusions of this paper,the following policy Suggestions are put forward: firstly,we should promote the technology and technological innovation level of resource exploitation department as far as possible;Secondly,we should pay more attention to the constraint of coal resources on the economic growth of coal cities.Finally,differentiated policies should be adopted for coal cities at different stages of development.
