The rise of resource-based cities benefits from their development and utilization of rich natural resources,and it is a city developed with the utilization and exploitation of resources as a pillar industry.Resource-based city is an important base of national energy security.With the determination of the national "double-carbon" strategic goal,resource-based cities with high carbon development level are facing the double pressure of economic transformation and green and low-carbon development.Therefore,it is of great significance to explore how resource-based cities achieve green sustainability under the background of "double-carbon".As an important energy base,Heilongjiang Province’s resource-based city also faces the problem of transformation and upgrading,with a single industrial structure,insufficient transformation impetus and serious damage to the ecological environment.In order to get rid of the resource dependence of resource-based cities in Heilongjiang Province,it is necessary to fully study the problem of urban resource allocation,find out the problems existing in the transformation,and realize the sustainable development of resource-based cities under the goal of two-carbon strategic strategy.In this paper in the analysis of the Heilongjiang province resource city economic transformation,social transformation and ecological environment transformation on the basis of the present situation,from the perspective of input and output,index index system,build the use of super efficiency SBM model and Malmquist index model of Daqing,Mudanjiang resource city from 2011 to 2020 transformation efficiency from static and dynamic two comprehensive measurement.For further study the factors affecting the efficiency of urban transformation,the transformation efficiency of SBM model efficiency as the explanatory variable,industrial structure as the core explanatory variable,and choose other factors as the control variable,build a fixed effect model analysis of resource city transformation efficiency of Heilongjiang province,and gradually add variable method,eliminate openness and science and technology innovators two insignificant variables,choose the optimal model.Finally,based on the actual situation and empirical results of resource-based cities in Heilongjiang Province,practical suggestions are put forward in order to help the green and sustainable development of the same type of resource-based cities.The study found that the average transformation efficiency of resource-based cities in Heilongjiang Province was 0.930,showing an overall upward trend,reaching the highest value of 1.270 in 2020,and was in the effective state of DEA.The average total factor productivity is 1.296,which shows an overall upward trend.The efficiency of technological progress is the main factor affecting the improvement of the transformation efficiency of resource-based cities in Heilongjiang Province.Moreover,the total factor productivity of Daqing,Mudanjiang and other resource-based cities all exceeds 1,and the overall productivity has been improved,and the transformation efficiency of resource-based cities is generally good.The two influencing factors of industrial structure and ecological environment protection have a significant promoting effect on the transformation efficiency of resource-based cities,while the resource dependence and education level have a significant inhibitory effect.While promoting the rationalization and upgrading of the industrial structure of resource-based cities,reducing carbon emissions and protecting the ecological environment,oil-based cities can rely on their own rich natural resources to develop and utilize new energy,improve the level of education,cultivate high-level talents,improve the level of innovation,and realize sustainable urban development. |
