Research On Eco-economic Harmony Index Based On Ecosystem Services Value

Since the implementation of the reform and opening policy,the land use structure of China has been undergone tremendous changes in the past 40 years.The transformation of farmland into built-up land has become the norm during the process of urbanization.Although China's economy has made remarkable achievements,the consequent environmental deterioration is incompatible with people's yearning for a better life.The researches associated with on ecosystem service value(ESV)have made great efforts to the coordinated development between economic growth and environmental protection and put forward lots of useful policy suggestions to the policy makers.This paper selects Wuhan,a biggest city of central China with strong economic strength,unbalanced land use structure and degraded ecological environment,as a case study to explore the coordinated development between economy and environment and then provide the suggestions for local government.Based on the spatial characteristics and social development,this paper evaluates the ESV of Wuhan from static and dynamic aspects,and then estimates the changes of ecoeconomic harmony index(EEH)and the coordinated development of Wuhan and its subordinate districts.The results show that the static ESV of Wuhan declined by 1.242 billion yuan during the period of 2000-2015,about 4.1% of the total ESV of Wuhan in 2000,and estimated EEH based on static ESV dropped to-0.038,which indicates that the ecological and economic development of Wuhan is still in low conflict and the well-being of the citizens has declined;the dynamic ESV has increased by 13.735 billion yuan in 15 years,about 30% of the total ESV in 2000,and the EEH based on dynamic ESV rose to 0.239,which indicates that the ecological and economic development of Wuhan is in a low dynamic coordination,and the effectiveness of ecosystem services to the public has been greatly improved.The revised EEH in Jianghan and Qingshan districts has declined significantly,with a decline of-6.9627 and-0.7077 from 2010 to 2015,respectively,implying that improving the coordination development between environment and economy requires a scientific and rational land use planning and enhances people's awareness of environmental protection.Besides,a path of high-quality development that pays equal attention to both ecological and economic benefits requires to be further explored.
