Study On The Optimization Of The Bidding And Evaluation System Of A Company’s Environmental Project

Bidding and tendering is an important part of project management.It has a history of more than 200 years in the world.In the 21 st century,China’s infrastructure construction is in full swing,especially those related to the national economy and people’s livelihood.The construction cycle is long,the investment cost is large,and many related parties are involved.If the project management and the construction of the project are not scientific and rational,it will inevitably cause great losses in the construction of the project.At the same time,the lack of scientific choice of the construction party may breed management corruption.How to carry out bidding management scientifically is an important task in project management.In this paper,by carefully studying and sorting out the relevant documents of bidding management,especially the workflow of the vast majority of electric power construction enterprises in the bidding management process,and the background of the importance of enterprises to carry out bidding,the basic steps and workflow of bidding,bidding,evaluation and enterprise bidding in the process of enterprise bidding are elaborated in detail.This paper analyses that many enterprises lack scientific management in bid evaluation and bid negotiation in the process of project management,which is subjective,often occurs fractal and fictitious on the spot,deviates from investment price and project value,and finally results in a lot of unpredictable consequences in the process of project construction for the selected winning bidder enterprises,and brings great losses to the enterprises.Further standardizing the bidding evaluation of electric power construction enterprises should be the focus of this paper.This paper is divided into three parts.Firstly,the research background of bidding and tendering,as well as the work flow and management methods of bidding and tendering are studied and analyzed by referring to relevant literature.Secondly,based on the historical bidding experience of HD Company,the paper makes an empirical analysis,and advances the drawbacks of the "reasonable lowest bidding price method" which used by state-owned enterprises in the past,such as low quality,low contract and high settlement,etc.The method of grey relational degree and AHP analytic hierarchy process areintegrated into the "comprehensive scoring method",which is widely used at present.The situation of non-quantifiable and non-digitalized comparison encountered in the management process is transformed into quantifiable content,and the evaluation criteria and quantification criteria that are most suitable for the bid section are determined,which provides a scientific basis for the enterprise’s bidding.The method of this paper is extended to the bidding method of power environmental protection project,which provides method thinking for other similar enterprises.
