Study On The Treatment Of Urban Domestic Waste In Xi’an

At present,with the deepening of China’s reform and opening up,the rapid development of the economy,the increasing urban population and the rising level of consumption,resulting in a large number of municipal solid waste.Most of the major cities in China are facing the dilemma and challenge of "garbage siege",of course,Xi’an is no exception.If the municipal solid waste in Xi’an is not properly treated,it will seriously damage the living environment of the citizens,threaten their lives and safety,and restrict the sustainable development of the international metropolis in Xi’an.Therefore,how to effectively control urban domestic waste in Xi’an has become an important issue of public governance in Xi’an.Based on the theory of public governance and sustainable development,this paper takes "governance objectives,governance subjects,governance objects and governance tools" as the analysis framework.Through literature research,field investigation,comparative study,data analysis and other research methods,the current situation of municipal solid waste treatment in Xi’an was sorted out and analyzed,and the practical problems of "four modernizations" target not in place,multi-subjects uncoordinated,classified recycling unscientific,and governance tools not diversified"were found,and the problems of"governance subjects not in place,classified recycling system is not complete,and governance tools are not used properly"were analyzed.The underlying causes of inappropriate supervision system of activity and evaluation.At the same time,drawing lessons from domestic and foreign experiences of municipal solid waste treatment,the paper finally puts forward the optimization idea of "multi-participation,whole-process control and comprehensive evaluation" for Xi’an,and through "striving to optimize and consolidate the objectives of waste treatment,actively mobilizing the coordinated efforts of multi-subjects,constantly improving the waste classification and recycling system,taking various measures and taking comprehensive use of control tools,scientifically formulating waste evaluation and supervision." Five paths such as "System" have been realized,which has greatly improved the level of municipal solid waste treatment in Xi’an.
