Cross-agency Collaboration In Local Government Water Governance

Since the beginning of reform and opening-up,the speed of economic growth and society development has accelerated,C hina is in a fast p rocess of urbanization and medical standard.The total population has been large,more people needs more resources,so resource consumption has increased,the ecological balance has been broken.The environmental problem become more increasingly prominent,and water problem also has been presented to the public.As a result,water environment management is imminent.Since the 18 th National Congress,our government has upgraded the eco-civilization to a new height,and our government has devoted to water environment management.However,there are still many problems in the water environment management,such as the poor communication between one department and another department,poor governance results,the result that is hard to maintain,and so on.In order to solve the increasingly serious wate r pollution crisis,the “river administrator system” was implemented nationwide.That is to say,the main person in charge of the party and government at all levels in the local area serves as the “river administrator”,and is directly responsible for the governance and protection of the rivers and lakes within the jurisdiction.The “River Administrator System” uses the administrative authority of “river administrator” at all levels to coordinate the functional departments to jointly control river water pollution,and can achieve remarkable results in a s hort period of time.In the process of implementing the river system,faced with the fragmentation of management and the overall environmental contradiction of the rivers and lakes,local governments need to take the department to coordinate the comprehens ive management of rivers and lakes to better achieve the purpose of governance.This paper analyzes the case of cross-agency collaboration of river administrator system in Wenjiang district,and through the application of the case,the research of a case study and other methods are used in this paper.The article also uses the theory of Holistic Government to explore how to effectively carry out the cross-sector synergy in the river long system,and how to further enhance the effectiveness of water treatment.This paper carefully analyzes the basic situation of cross-agency collaboration,and it also focuses on the process of cooperative operation during the river administrator system.The effectiveness of cross-agency collaboration in the river administrator system has been analyzed.On this basis,the paper summarizes the problems and inadequacies of the cross-agency collaboration of the river administrator system in We njiang area,and analyzes the essence behind the phenomenon.There are some conclusions from the case study.The following conclusions are drawn:(1)the cross-agency collaboration of the river administrator system in Wenjiang is mainly embodied in three forms,the horizontal level of the different functional departments of the Government,the longitudinal coordination of the four rivers and the outside,and the coordination between the Government and non-governmental organizations,individuals.(2)The cross-agency collaboration of the river administrator system in Wenjiang has brought some good results,such as improving the chaos of water governance,integrating resources,improving the efficiency of governance,and reducing the sense of distance between the public and the government.(3)There are still some problems in the cross-agency collaboration of river administration system in Wenjiang,such as lack of the ability of leaders,low degree of social participation,falling into "responsibility dilemma",co-floating on the cross-agency collaboration,self-profit tendency behaviors leading to obstruction in the cross-agency collaboration and so on.Through the introduction of the experience of the implementation of the nationwide inland River Administrato r System,this paper extracts the cross-agency collaboration approach which is worth learning from,and puts forward some improved methods for learning from the experience,in order to better realize the cross-agency collaboration in the river administrato r system.Let us realize the governance goal of the river administrator system,and the government can seek a better implementation method for the cross-agency collaboration in water governance.
