Cross-sectoral Collaboration In Water Environment Management In Jilin Province Section Of Liaohe River Basin

It is an important environmental resource that supports the sustainable development of local industry,agriculture,fishery and animal husbandry,and its water quality not only affects the production and life of coastal residents but also the success or failure of ecological environment management in the middle and lower reaches of the river."Since the 13 th Five-Year Plan,the water environment quality in Jilin Province of the Liaohe River Basin has been deteriorating in general,and it is urgent to explore an efficient and long-term treatment path.The government’s responsibility for water environment management is an inherent requirement of the public goods of water environment.However,in practice,the cross-territorial nature of the water environment and the frequent spatial transformation of water bodies make a single government department often unable to cope with it.In China’s current administrative system,local governments across administrative regions are subject to the rigid restrictions of administrative divisions,and government departments within the same administrative region are trapped by the boundaries of their own functions,these hidden administrative barriers between government departments inadvertently aggravate the sense of beggar-thy-neighbor boundaries and the division of labor is greater than the cooperation of sectoral relations.In view of this,this paper tries to coordinate the collaboration among government departments in the administrative region of Jilin province in the Liaohe River basin by improving the realization path of cross-sectoral collaboration in water environment management,so that they can form a synergy and realize the long-term management of water environment.Based on the theory of collaborative governance,new public administration theory and game theory,this paper analyzes the relevant policy documents,statistics and working arrangements released by the official government website to clarify the natural conditions,economic and social profiles,water environment quality and the current situation of water environment management in Jilin province of Liaohe River basin.At the same time,this paper uses the case study analysis method to understand the sectoral situation and inter-departmental cooperation of the government in the water environment management of Jilin section of Liaohe River basin in detail after in-depth interviews with the relevant subjects.Based on the above,this paper gradually discovered and clarified many problems in the current interdepartmental cooperation in the water environment management of Jilin province in the Liaohe River basin,among which the main problems include the lack of standardized operation in the establishment of interdepartmental cooperation,the short duration of the organization,which makes it difficult to give full play to its functions,and the overlapping of responsibilities between departments.Based on a comprehensive analysis of the causes of the above problems,and taking into account the characteristics of the current administrative system and the water environment of Liaohe River basin,this paper puts forward the following three suggestions: firstly,improve the internal drive of interdepartmental cooperation;secondly,improve the guarantee mechanism of interdepartmental cooperation;and finally,improve the institutional construction of interdepartmental cooperation.
