Performance Evaluation And Influencing Factors Analysis Of Local Government Ecological Management

Current stage,China's ecological and environmental pollution problems are becoming more and more serious,which has seriously restricted China's economic and social development.It depends to a large extent on the government's ecological management that the government accelerate the reform of the ecological civilization system,build a beautiful China,and realize the modernization of harmony between man and nature as soon as possible.Therefore,the evaluation of local government's ecological management performance and analysis of its influencing factors have strong practical significance for improving the performance level of local government ecological management.China's research on government ecological management performance evaluation is relatively scarce.Most of the research is theoretical research and the focus of the research is to construct a government ecological management performance evaluation system by the perspective of public management.In empirical research,most of them lack systematic evaluation of indicator construction.At this stage,the government ecological management system is multiple objectives across sectors,and there is a lack of coordination among management entities.Therefore,it is in line with the basic situation of the government's ecological management that conduct the empirical evaluation of the performance level of local government's ecological management and analysis of its influencing factors based on the comprehensive evaluation of multi-indicator statistics.As the number one city group in China and the sixth largest city group in the world,the Yangtze River Delta urban agglomeration has the characteristics of high economic aggregate,small land area and average natural resource distribution.Treat the local governments of the Yangtze River Delta urban agglomeration as the research object,which will play a guiding role in the ecological management of other local governments.Based on the statistical comprehensive evaluation index system construction method and using the city's 2009-2017 annual statistical yearbook and environmental status bulletin as the main data sources,the government ecological management evaluation index system of the Yangtze River Delta city was constructed through the initial selection of indicators,index data processing,indicator system testing and improvement,etc.Using the panel indicator data of each city from 2008 to 2016,the actual measurement of the government's ecological management performance level in each city is carried out by the window DEA evaluation method.Through the basic description of statistical analysis methods,the basic analysis of the specific evaluation results,combined with the parameter test and non-parametric test methods,the government ecological management performance level of each province was analyzed.It is found that the government's ecological management activities have good continuity and effectiveness.In addition,the overall level of government ecological management in Jiangsu Province is relatively low,while the overall level of Zhejiang Province and Anhui Province are relatively high,and there are significant differences in the level of government ecological management performance in the three regions.Five factors including population,regional economic level,technological innovation,marketization level and government conservation and environmental protection policy intensity were selected based on the above analysis results.By constructing appropriate panel data model,this article analysis the factors which affecting performance levels of government ecological management.The results show that the four factors of population,regional economic level,scientific and technological innovation,government energy conservation and environmental protection policy intensity are significantly related to the government's ecological management performance level.The population factor is negatively correlated with the government's ecological management performance level,while the other three factors are clearly positively correlated.Based on the above research results,it can be seen that local governments can improve the level of ecological management performance from the following four aspects: First,improve the intensity of energy conservation and environmental protection policies,and maintain the continuity and consistency of ecological management activities.Second,it is highly concerned about the suppression of the government's ecological management performance by population pressure,strengthening public awareness of environmental protection,and improving the public participation system.The third is to use technological innovation to drive the optimization and upgrading of regional industrial structure,and strive to form a virtuous cycle of continuous innovation in science and technology,continuous optimization and upgrading of industrial structure,and continuous improvement of the government's ecological management.The fourth is to develop and improve the market-oriented mechanism of regional ecological management activities,and give full play to the role of market allocation in ecological governance activities.
