The waste gas produced by the pharmaceutical and chemical industry is badly polluted and difficult to treat,which has become a key and difficult point in the field of waste gas treatment.Jiaojiang district is main urban area of Taizhou,an important city of the city agglomeration of the economic circle of the Yangtze River Delta.The economic of this district has been developed rapidly,with the pharmaceutical and chemical industry as its pillar industry.However,the pharmaceutical and chemical industry has also caused serious environmental pollution,especially the air pollution,has negatively affect the normal life of people in Jiaojiang urban district.From the perspective of the sustainable development pharmaceutical and chemical industry estate of Jiaojiang district,this paper studied the waste gas emissions before the transformation and upgrading through the on-site data analyzing and material balance calculation.Monitoring points were set up around the pharmaceutical and chemical industry estate to characterize the concentration of specific contaminant.Through the on-site investigation and literature survey,the measurement of the transformation and upgrading of the pharmaceutical and chemical industry estate,including the project exit,enterprise transformation,equipment upgrading,plant layout adjustment,enhancement of pollution control and adjustment of productive capacity according to meteorological conditions,were reviewed.To figure out the effectiveness of the measurement,the waste gas emissions and air quality of surrounding environment was investigated after the transformation and upgrading through the on-site data analyzing,material balance calculation and field monitoring.Besides,the social contentment for the transformation and upgrading of the pharmaceutical and chemical industry estate was also conducted.The main conclusion is listed as following:(1)Before the transformation and upgrading,the waste organic gas emission from the pharmaceutical and chemical industry estate was 2189.66 t/a,while the gas emission of unit production valve was 31.94 t per hundred million Yuan.The main organic gas discharged included the ethyl alcohol,xylene,methyl alcohol,acetone,ethyl acetate,dichloromethane,methylbenzene,dichloroethane and fermented waste gas.The daily average concentrations of dichloromethane,1,1-dichloroethane,1,2-dichloroethane and methylbenzene of the surrounding environment were 4.3、0.5、22.5、11.7μg/m~3,respectively.The range of influence of the stink from the pharmaceutical and chemical industry estate was about 2.0 km.The stink frequency within the 2.0 km was 30%.Meteorological condition could affect the stink frequency.(2)After the transformation and upgrading,the emission of the waste organic gas decreased by 1532.56 t/a.69.99%of the waste organic gas was cut down.Except the ethyl acetate,other organic gas discharge showed reduction,with the reduction ratio ranging from3.57%to 100%.It showed that the transformation and upgrading of the pharmaceutical and chemical industry estate had significantly lowered the waste gas discharge.The decrease of the daily average concentrations of dichloromethane,1,1-dichloroethane,1,2-dichloroethane and methylbenzene ranged from 73%to 99%.The stink frequency decreased from 31.0%and43.3%to 12.5%and 0.5%for the monitoring point of Taizhouyizhong and Jiaojiangerzhong,respectively,indicating the transformation and upgrading of the pharmaceutical and chemical industry estate has resulted in positive environmental impact.(3)After the transformation and upgrading,the social contentment regarding the stink treatment increased significantly.people reflected that stink pollution has been improved.The transformation and upgrading of the pharmaceutical and chemical industry estate has resulted in positive social impact.
