Analysis On Network Institutions And Influencing Factors Of Environmental Cooperative Governance Of Urban Agglomerations In China

With the acceleration of urbanization in China,the pattern of urban agglomeration has become increasingly prominent,and the trend of regional economic integration has been strengthened.Highly concentrated regional cities have brought about a series of urban disease problems,among which the urban environmental problems need to be solved urgently.Urban environmental governance is a regional problem.A single local government can not fundamentally and effectively solve this problem.It must rely on the cooperation of regional local governments to break through the obstacles of performance appraisal and fragmentation of administrative mechanism,so as to form a joint force of environmental governance.Then,under the sustainable development path of urban agglomerations,what are the factors that affect the network structure of environmental cooperation governance of urban agglomerations,and how relevant are they? How to realize the environmental network governance of urban agglomeration under the circumstances of different urban scale,different industrial structure,different economic development,different urban environmental problems and different geographical locations among cities? How to achieve complementary advantages according to local conditions? This paper takes the urban agglomeration of the Yangtze River Delta as an example,based on the theory of institutional collective action(ICA)and social network governance,uses the social network analysis method(SNA),case analysis method,and uses UCINET analysis tool to analyze the urban agglomeration of the Yangtze River Delta as an example.Firstly,the basic situation of environmental cooperation governance network of urban agglomeration in the Yangtze River Delta is described as a whole.Then,on the premise of fully understanding the economic,social and environmental factors,the relevant indicators of urban heterogeneity factors are selected,the willingness of environmental cooperation is introduced,and the tendency model of urban agglomeration environmental cooperation is constructed.The heterogeneous factors of cities and willingness of cooperation are analyzed to regional environmental cooperation.The impact of governance network structure.Finally,based on the results of the study,the optimization path of strengthening environmental cooperation governance network is put forward,which provides theoretical support for urban agglomeration to achieve effective coordination,cooperation and cohesion under the guidance of policy,and promote the sustainable development of urban agglomeration.
