Study On Cooperative Governance Measures Of Ship Safety Supervision For Sand And Stone Transportation In Xijiang River

In recent years,China’s urbanization process has been constantly advancing and accelerating,the social and economic development situation is changing with each passing day,and the hardware environment required for activities such as daily life and travel of citizens has developed thriving.In this context,road construction and real estate development projects are springing up everywhere,and the demand for construction materials such as sand and stone has risen sharply.Shipping has the characteristics of high efficiency and low cost,so waterway transportation is often the first mode of mass gravel transportation.The Xijiang River is the largest river in the Pearl River Basin,with abundant water and the second largest shipping volume in the country,only next to the Yangtze River,so it is also known as the Golden Channel,which has played a fundamental support for the rapid economic development of Guangdong.Sand and gravel transport ships accounted for a large proportion of the Xijiang River’s navigation vessels.At the same time,due to the particularity of the sand and gravel transport industry,there are many factors that are not conducive to safety in the Xijiang River waters,such as low market access threshold,poor ship condition,low quality of crew and so on.All kinds of factors that are not conducive to safety cause frequent accidents and accidents in sand and gravel transport vessels.Therefore,the supervision of sand and stone ships is a long-term and arduous project,how to solve the safety problems caused by sand and stone transport ships,to curb the occurrence of heavy and extraordinarily large water traffic accidents is an important and urgent task for the maritime departments.In this paper,the navigation waters of Xijiang region as the main body,from the perspective of cooperative governance analysis of the Xijiang sand and stone transport ship safety supervision.First of all,the paper gives a comprehensive description of the current situation of safety supervision,including the status of sand and gravel transport industry,Xijiang sand and gravel transport ship safety situation analysis,Xijiang transport ship supervision status.Then it further summarizes the specific manifestations of the lack of regulatory collaboration,including: the lack of a wide range of collaborative subjects,the concept of collaborative governance lags behind,collaborative efficiency is low,collaborative contradictions are prominent.And the reasons for the problems of collaborative governance are analyzed,including: the concept of collaborative governance is not perfect,the system environment of collaborative governance is not good,the collaborative mechanism is not perfect,the collaborative face of administrative barriers is too stubborn.Finally,based on the problem-oriented,the paper puts forward the countermeasures and suggestions to improve the safety supervision of sand and gravel transport ships: changing the management concept,establishing a multi-subject cooperation situation;strengthening the basis of cooperation,improving the governance system;solving the contradictions of cooperation,improving the efficiency of cooperation management.
