Problems And Countermeasures Of Collaborative Governance Of Changsheng River In Chongqing

China which due to excessive pursuit of development speed owes a lot of ecological accounts in the process of industrialization,urbanization and modernization.Among these ecological accounts,rivers with deteriorating water quality are like scars all over the place,which are in urgent need of ecological restoration.The 18 th National Congress of CPC proposed the construction of ecological civilization to promote sustainable development to the height of green development.The 19 th National Congress of CPC further pointed out that,accelerating the reform of ecological civilization system and building a beautiful China.With the guidance of national policies,local governments have carried out a long-term river regulation work.River regulation includes a series of works,including regulation,restoration,construction,operation and management,and in the continuous practice of river regulation,a complete river regulation system has been gradually formed.The “five water system” in Changxing,Zhejiang Province,and the “river chief system” in Wuxi,Jiangsu Province,have become successful examples of river regulation.Among them,the "river chief system" began to be implemented in all provinces and cities in China with the highlights of the river management,such as the top leaders of the party and government,the implementation of policies based on the river,comprehensive prevention and control,and collaborative governance.The essence of river regulation is governance work.The Fourth Plenary Session of the 19 th CPC Central Committee took promoting the modernization of national governance system and governance capacity as the distinct theme of the Congress for the first time,which means that China’s governance has a new composition and goal.As the most urgent,extensive and representative national governance content in the field of ecological civilization,one of the ideal governance and operation modes is collaborative governance.Based on the "river chief system",it is an important path and measure to realize the modernization of river regulation system by improving the system of rights and responsibilities,pre-determined constraints,convergence of interests,and building a government,market social collaborative governance system.In this paper,the author analyzes the river regulation of Changsheng River in Chongqing in recent years.It is found that there are still many problems in the collaborative governance of Changsheng River,which are mainly reflected in the low efficiency of river regulation,the lack of in-depth participation of all parties,and the uncoordinated governance strategies.Based on the framework system of collaborative governance theory,there are several reasons: in terms of collaborative governance system,the system construction is not perfect,the system environment is too complex,and the system boundary is not clear;in the aspect of self-organization,the overall planning of government subsystem is weakened,the participation of market subsystem is limited,and the participation of social subsystem is insufficient;in terms of order parameters,the boundary of power and responsibility system there are some problems,such as unclear definition,too much pre-determined restriction and insufficient guidance of interest convergence.Due to the above reasons,it is difficult to achieve the coordinated governance of Changshengriver.The author further puts forward countermeasures and suggestions from the perspective of collaborative governance system: the first is to improve the collaborative governance system of Changsheng River,relying on the river chief system to improve the collaborative governance system,clarify the boundary of river regulation,and optimize the collaborative governance environment,the second is to strengthen the self-organization role of the collaborative governance system of Changsheng River,give full play to the core leading role of the government and the advantages of market capital and technology,and guide the society to invest actively;the third is to strengthen the function of the order parameters of the collaborative governance system of Changsheng River,clarify the optimization system of rights and responsibilities,implement scientific policies in accordance with the actual situation,and improve the mechanism to win-win results.
