Safety management is the base of the petro-plants' operation and developent,recently incidents happened frequently among the petrochemical industry which terrified the public;also according to the state thirteen-five industry plan,more competitive private company started entering into the petrochemical industrial in the seven grand petro industial park,whose grass root plant scale rise up to world-scale;this challenge the process licensor's technology,the fabrication quality of large-scale equipment and also test the safety management mechanism of the industry.As the pillar industry of the national economy,the level of safety management of petrochemical industry represents the level of state industrial safety management.The four direct factors of accident include man's operation,machine,environment and management.Process technology,equipment manufacturing and material research already make such progress that the reliability and stability of process and equipment lower the probability of accidents significantly;now most accidents can be traced back to two factors-man operaiton and the management.So how to improve the safety the management level of the industry and enterprise,ensure safe and stable operation of the enterprise,is the urgent requirement of industrial development and social stability now.The research takes the safety management of one foreign-owned petrochemical enterprise as the object,collects related information.And the research analyzes the current status of the four aspects,such as the organizational structure,safety management system,safety culture and behavior control,to find out the problems,such as the safety management system building is not too simple,the team leader turnover gives the adverse effect,the cultural construction is lack of stamina etc..The research compares and take the reference of safety management concept and system from the DuPont,TOYOTA,Sinopec and other well-known chemical enterprise,such as the philosophy of safety investment also making profit to the company,extending the safety awareness from the plant to the staff's life and so on.The research also combines with the actual situation of enterprises and put forwards measures to utilize these results.The research puts forward on the "1-2-4" accident causing model based on the existing theory "2-4" model,which includes “1”-security information platform,“2”-organization function and individuals,“4” sources-the source of culture reason,management system reason,staff awareness and knowledge as the indirect reason and employee's behavior as direct source.In view of the existing enterprise safety management problems,put forward the improved measures based on this model,which includes building safety information platform,the establishment of safety management organization and employing professional personnel,the solid introduction of system building and benchmarking activities,the progressive enterprise culture building.Through truly people-oriented culture,inspiring incentive measures,effective training and education,the staff safety awareness and knowledge can be promoted,and the target of intrinsic safety can be achieved.And also this is to promote the QLC company constantly and improve the level of safety management,to ensure the sustainable development of the enterprise and harmonious relationship between the enterprise and community.
