This is the worst of times,and it is also the best of times.Each era is an era of opportunities and challenges,and this time of ecological civilization is the same for China.The development model of green economy and recycling has become the economic development model that is generally advocated during China's new normal period.Saving resources and protecting the environment have become the characteristics of sustainable economic development.The society generally advocates the gradual replacement of extensive economic growth patterns with intensive economic growth.Cities have gradually changed from traditional four highs(high input,high energy consumption,high emissions,high pollution)to four low(low input,low energy consumption,low emission,low pollution)economic development methods.The improvement of green innovation capabilities has become the key to green development.At present,China's green development is still in its infancy.Promoting urban green transformation and realizing the improvement of green innovation efficiency are related to the transformation and development of the city and the future sustainable development of the city.Combining professional research direction and relying on graduate students'participation in the postgraduate tutor project "Study on market-oriented mechanisms for sound technological innovation" and related research experience accumulated in the"Xi'an Jingyang Ecological Zone Development Report",On the basis of domestic and foreign research,this paper first defines the connotation of green innovation and urban green innovation efficiency,establishes the constituent elements of urban green innovation,and thus establishes the evaluation index system of urban green innovation efficiency;Secondly,the paper constructs the panel DEA evaluation model of"multi-input-multi-output",and uses DEAP 2.0 software to analyze the DEA efficiency decomposition and green innovation efficiency of 15 new first-tier cities in China from 2011 to 2015.Then,taking Xi'an as an example,green innovation efficiency improvement analysis is carried out.Then,the factors affecting the efficiency of green innovation in cities are studied and the model regression method of panel Tobit is used to analyze the case.Finally,from the angle of green innovation input and output and the influence factors,this paper puts forward four countermeasures and suggestions to promote green innovation in New first-tier cities.This article finds that:(1)Between 2011 and 2015,the cities with the highest average green innovation efficiency in New first-tier cities were Chengdu,followed by Dalian,Changsha,Hangzhou and Tianjin.These new first-tier cities make full use of the existing green innovation resources to maximize the output of green innovation;(2)Compared with the traditional innovation efficiency,the cities that have improved their green innovation efficiency have Chengdu,Dalian,Hangzhou,Tianjin,and Qingdao.It can be seen that these cities have a stronger awareness of saving resources and protecting the environment while focusing on innovation development.;(3)The green innovation efficiency of most new first-tier cities is not different from the traditional innovation efficiency,which shows that the green innovation of new first-tier cities in China is at the initial stage.The average efficiency of green innovation in 15 new first-tier cities is basically an increasing trend year by year.The marginal output of green innovation is increasing.With the passage of time,new first-tier cities are paying more and more attention to green innovation and are gradually approaching the win-win goal of economic development and environmental protection;(4)The current government's investment in environmental regulations will,to a large extent,increase the efficiency of urban green innovation;"Urban openness" has a positive effect on"green innovation efficiency";The influence of "traffic accessibility" on "green innovation efficiency" is negative and less significant.The possible reason is that green innovation in New first-tier cities is also in the early stages of development.There are few green innovation resource sharing among cities,and the accessibility of transportation is not reflected in the promotion of the circulation and diffusion of green innovation resources among cities.
