Study On Problems And Countermeasures Of Environmental Protection Industry Policy Implementation In Dadukou District Of Chongqing

Since the 18th National Congress of the Communist Party of China,the government has attached great importance to the construction of ecological civilization,and the environmental protection industry aiming at energy conservation and emission reduction has entered a golden period of development.In line with the country and the city of Chongqing to vigorously cultivate the development of environmental protection industry and shoulder the responsibility of the transformation and upgrading of the old industrial base,the Dadukou District Government faced the environmental problems left behind after the relocation of Chongqing Iron and Steel and the crisis of industrial hollowing out in 2011,and began the industrial transformation and upgrading.The road to vigorously develop three emerging industries led by the environmental protection industry,and introduced environmental protection industrial policies such as the"Dadukou District Environmental Protection Industry Plan" and the "Dadukou District Environmental Protection Industry Cultivation and Support Measures".The environmental protection industry is a typical policy-driven industry,which requires the guidance and support of the industry.Thanks to the policy guidance and the strong promotion of the Dadukou District Government,the development of the environmental protection industry has advanced by leaps and bounds.In just five years,a relatively complete environmental protection industry ecosystem has been formed.However,there are also some problems in the implementation of the policy,such as weak implementation of incentives and policies,and the implementation of investment promotion policies needs to be improved.This paper summarizes the status quo,problems and causes of the implementation of the environmental protection industry policy in Dadukou District,and proposes countermeasures to optimize the implementation of the environmental protection industry policy in Dadukou District according to local conditions.This article is divided into seven chapters:The first chapter clarifies the macro background and practical significance of the implementation of the environmental protection industrial policy in Dadukou District,and combs the academic research on policy implementation and environmental industry policy implementation,and summarizes the ideas,methods and innovations of this research.The second chapter begins with the definition of environmental protection industry and the implementation of environmental protection industry policy,and expounds the three theoretical basis of this research:sustainable consumption and production theory,policy implementation theory and principal-agent theory.The third chapter first introduces the industrial development of Dadukou District and the development of environmental protection industry,and sorts out the development,cultivation and expansion of the environmental protection industry in Dadukou District.Secondly,this chapter explains the environmental protection industry in Dadukou District based on the environmental protection industry policy text.The hierarchical framework of the policy and the existing structure;finally,this chapter analyzes its evolution process and characteristics according to the changes of the environmental protection industrial policy in Dadukou District.The fourth chapter describes the current status of the implementation of the environmental protection industry policy in Dadukou District.This chapter first clarifies the main body and target group of environmental protection industry policy implementation;secondly,analyzes the Dadukou District Government’s construction and development carrier,builds industrial support,and promotes the practice of industrial development;finally,it analyzes the three dimensions of industrial carrier,industrial economy and industrial cluster.The main achievements in the implementation of the environmental protection industry policy in the Dukou District.The fifth chapter analyzes the four main problems in the implementation of the environmental protection industry policy in Dadukou District:weak implementation of investment promotion policies,weak incentives for policy implementation,weak implementation of innovation encouragement policies,weak implementation of open communication policies,and summarization of implementation problems.The main reasons are:the local government administrative system is rigid,the implementation of policies is blocked;the local economic development strength is insufficient,the policy implementation effect is poor;the production,education and research platform is not in place,the policy guidance service is insufficient;the environmental protection industry lacks performance appraisal,and the policy implementation lacks enthusiasm.The sixth chapter puts forward suggestions for upgrading the environmental protection industrial policy support system of Dadukou District:on the basis of improving policies and regulations and strengthening the top-level design,optimizing the industrial layout and establishing a comprehensive industrial platform;strengthening investment attraction and enhancing market competitiveness;Enterprises will develop step by step,accelerate industrial gathering;innovate development model,promote Chongqing’s smart environmental protection construction;broaden open communication channels and enhance market radiation.
