In recent years,China has become the world's largest consumer of metal minerals.The output of various domestic minerals is difficult to meet demand.The external dependence is increasing year by year.South America's mineral resources are well endowed,and it is China's main source of imports of various metal minerals,and it is also an important overseas investment destination of metal minerals.However,due to the lack of assessment of the mining investment environment,the phenomenon of "unacclimatizing" appeared.Therefore,it is of great urgency and necessity to establish a reasonable evaluation system for the mining investment environment in South America.This paper systematically analyzes the current situation of cooperation between foreign enterprises and South American metal mining industry,and concludes that iron ore,copper,gold,lithium and bauxite are the dominant minerals in South America and the main minerals invested by foreign enterprises.Large western mining enterprises have obtained a high share in the quality projects of these minerals in South America,while China has only participated in a few quality projects.This paper summarizes the problems existing in the mining investment of Chinese enterprises in South America,such as the emphasis on resource conditions,the incomplete evaluation of investment environment,the emphasis on the government's neglect of communities,and the single form of investment.Based on the above research and data from S & P Global Market Financial Intelligence,the World Bank and other authoritative institutions,and refers to the mining investment environment evaluation system of domestic and foreign experts and institutions,this paper selects four first-level indicators,which include environmental conditions,resource endowments,mining status and Relations with China.The four first-level indicators include twelve secondary indicators,such as political environment,social environment,competitive environment,natural environment,infrastructure,resource quantity,resource potential,mining exploration investment,mining valueadded GDP,mining rights,mineral product production and export,diplomatic relations and mineral trade relations with China.Then establish the “South American Metal Mining Investment Optimization Evaluation System”,and use the principles of AHP to determine the weight of each indicator.Finally,11 major metal mining countries in South America were selected to conduct case analysis,and the investment priorities of 11 countries in South America were divided into four echelons.The first echelon countries were Chile and Peru;the second echelon countries were Brazil,Ecuador,Argentina;third echelon countries are Bolivia,Colombia,Suriname,Guyana;fourth echelon countries are Paraguay and Uruguay.According to the actual characteristics of China's investment in South American metal minerals and future investment trends,we can judge that our score and ranking have a high degree of credibility and fit.Based on the above research,it is recommended that Chinese enterprises should fully evaluate the mining investment environment when investing to avoid blindness of investment;enhance the sense of responsibility of the enterprise and better serve the local community;To strengthen cooperation between enterprises to achieve mutual benefit and win-win;choose different investments Ways to achieve diversified forms of cooperation.
