An Empirical Study On The Impact Of Environmental Regulation On The Upgrading Of Paper Industry Structure

Papermaking industry is one of the basic industries of the national economy,which is internationally recognized as an industry that never fails.In developed countries,papermaking industry has become one of the essential pillar industries of national economic development.China's paper industry has developed rapidly for more than 20 years and has become the world's largest producer of paper and paperboard.However,with the continuous development of paper industry,a large number of social resources are consumed,and a large number of waste gas,waste water and pollutants are discharged in the production process,which has caused great damage to the resources and environment of our country.In recent years,with the national attention to environmental protection and the continuous enhancement of environmental regulations,the traditional high pollution papermaking industry is facing a huge turning point.Under the high standard and strict requirements of environmental regulations,how to upgrade the structure of papermaking industry to achieve its own development is a topic worthy of our attention.In this paper,the theory of the impact of environmental regulation on the upgrading of industrial structure at home and abroad is reviewed.At the same time,the related concepts and theoretical basis of environmental regulation,industrial structure upgrading and paper industrial structure upgrading are explained in detail.Through the path of paper industrial structure upgrading,environmental regulation can promote the upgrading of paper industrial structure The upgrading path of paper industry structure is discussed in detail.This paper uses the method of questionnaire and empirical research,using Amos software to analyze the upgrading path of paper industry structure.It is found that environmental regulation can upgrade the structure of papermaking industry by influencing the upgrading of technological innovation,circular development and industrial chain of papermaking industry.Among them,the most influential factor is the upgrading of technological innovation.In order to further verify the objectivity of this conclusion,this paper selects the open data of Shandong paper industry from 2004 to 2017 for empirical research.The empirical results show that the upgrading of technological innovation plays a full intermediary effect in the upgrading of Shandongpaper industry structure under environmental regulation.This shows that under the environment regulation,the paper industry in Shandong Province will realize the upgrading of industrial structure and achieve better development through the use of technological innovation and upgrading.Based on the research conclusion,this paper puts forward the corresponding policy suggestions from the national level,industrial level and enterprise level for the sustainable development of the paper industry under the environmental regulation,which can provide certain reference and guidance for China's paper industry to find an upgrading path suitable for its own development in the increasingly strict environmental regulation,and let the paper enterprises with high energy consumption and high pollution abandon the outdated ones The mode of production will be reborn in the new environmental strategy in 2020,and it will also help guide the paper industry to achieve new optimization and upgrading in the rational allocation of environmental protection resources.
