Research On The Impact Of Technological Innovation On The Upgrading Of China’s Manufacturing Industry Under Environmental Regulation

Since the founding of the people’s Republic of China,China has gradually established its industrial system through "one transformation and three transformation".As the main body of the industrial system,manufacturing industry has experienced a period of development before the reform and opening up,laying a good foundation.From the reform and opening up to now,it has developed rapidly.Now it has become the world’s largest manufacturing industry,with many remarkable achievements and complete categories of manufacturing industry,and it’s system is complete.However,compared with the world’s advanced level,China’s manufacturing industry is large but not strong,and there is a significant gap in independent innovation ability,quality and efficiency,resulting in huge pressure on resources and environment.Since the 17 th National Congress of the Communist Party of China in 2006,it has been emphasized to follow the path of independent innovation with Chinese characteristics,to release the vitality of scientific and technological innovation,and give full play to its supporting and leading role in the economy.Manufacturing industry is the most active industry in scientific and technological innovation activities,and the industry most widely using scientific and technological innovation achievements.It is also the basis of other industries’ scientific and technological innovation activities.At the same time,it is clear that China’s industrial modernization should strengthen energy and resource conservation and environment protect,environmental regulation,making technological innovation play a better role.The 18th National Congress of the Communist Party of China put forward the overall layout of "five in one".After that,it continuously pointed out that China should vigorously develop innovation driven power,which in general is to promote the development of productive forces with scientific and technological innovation as the core,while gradually changing the mode of production,in line with the requirements of ecological civilization.The 19th National Congress of the Communist Party of China continued to put forward to speed up the construction of an innovative country,pointed out that we should develop green mode,improve the supervision system of the ecological environment,and further deepen the overall requirements of resource environment and technological innovation to form an internal unity and promote the upgrading of the manufacturing industry.In this paper,theoretical and empirical research methods are used.Firstly,the relevant research literature of environmental regulation,technological innovation,green technological innovation and manufacturing upgrading is sorted out logically.Secondly,based on the relevant theories of Marxist political economy,this paper makes a detailed theoretical research on environmental regulation,technological innovation and manufacturing upgrading.This paper clarifies the concept of environmental regulation,and defines two important aspects of the upgrading of China’s manufacturing industry: value chain upgrading and green upgrading.In this paper,the connotation of technological innovation is elaborated researched:traditional technological innovation,green technological innovation and their relationship;specifically,environmental regulation,through the adjustment on production relations,will have an impact on the production mode of manufacturing industry,and then change the productivity with the impetus of scientific and technological innovation,promote the green transformation of the production mode of manufacturing industry in China,leaping to a higher level Move.Thirdly,the current situation of the development of manufacturing industry is explained in detail,and the necessity of technological innovation to promote the upgrading of manufacturing industry under the environment regulation is pointed out.Then,it calculates and analyzes the value chain upgrading and green upgrading of China’s manufacturing industry,pointing out that there are still problems in the upgrading of China’s manufacturing industry,and analyzing the path selection of upgrading of China’s manufacturing industry.Then,from the perspective of industry and region,using the panel model,this paper studies the impact of green technology innovation and traditional technology innovation on the value chain and green upgrading of China’s manufacturing industry since 2008.Through the research,it is found that environmental regulation has a "U" effect on China’s manufacturing technology innovation,and shows interregional and industrial effects Heterogeneity.Further research shows that carrying out green technology innovation can significantly promote the upgrading of China’s manufacturing industry in two aspects,namely,value chain upgrading and green upgrading,while traditional technology innovation also plays a significant role in the upgrading of China’s manufacturing industry in two aspects,but the role is not as comprehensive as green technology innovation and the role of promotion power is gradually reduced,or even has a negative impact on the industry level;at the same time China’s manufacturing green technology innovation does not modulate the traditional technology innovation well,showing that the level of collaborative integration of the two is still low,which has a small significant negative impact on the upgrading of China’s manufacturing industry in both aspects.It shows that under the environmental regulation,China’s manufacturing enterprises have insufficient experience on how to carry out green technology innovation and better coordinate with the traditional technology innovation to promote the upgrading of manufacturing industry.In conclusion,we need further summarize our own experience,referring to the experience of developed countries,and constantly revise.Finally,the conclusion is drawn,and some countermeasures and suggestions are put forward.In general,we need re-understand the Marxist concept of technological innovation,to better promote the green transformation of production mode of manufacturing industry in China,and then continue to upgrade.Therefore,it makes a practical analysis from technological innovation to the promotion of upgrading of China’s manufacturing industry under the current situation.
