Anhydrous hydrogen fluoride is a widely used chemical product and one of the necessary raw materials for uranium conversion.Because of the special physical and chemical properties of anhydrous hydrogen fluoride,ensuring safe storage is the precondition to ensure the safety of personnel and normal production.Once a safety accident occurs,it not only destroys the chemical production system,but also causes a series of secondary accidents,causing serious casualties and property losses.A company is one of the key projects supported by the former Soviet Union during the period of the National “2nd Five-Year Plan” and one of the backbone enterprises of China's nuclear industry.Because of the special situation of the company,once safety accidents such as leakage,fire,explosion and pollution occur in the tank farm,it will bring huge property losses and life threats to the country and the people.Therefore,on the basis of consulting the relevant literature,the safety evaluation of anhydrous hydrogen fluoride storage tank area matched with the uranium conversion project of the company was carried out and targeted safetymeasures were put forward.The main research contents are as follows:(1)Identify and analyze the hazards existing in the raw materials,products and processes of anhydrous hydrogen fluoride storage tank and evaporation tank in the uranium conversion project,and identify and classify the major hazards.(2)HAZOP analysis method was used to analyze the safety of the company's anhydrous hydrogen fluoride handling and storage process system,and the key reasons leading to the leakage of hydrogen fluoride were found out.The measures to improve the safety of storage tanks are put forward.LEC analysis method is used to determine the risk level of risk factors.(3)The leakage accident of anhydrous hydrogen fluoride was systematically analyzed by using the method of combining fishbone diagram with fault tree.Firstly,the main reasons for the leakage of anhydrous hydrogen fluoride are found out by fishbone diagram,and then the accident tree is compiled.The structural importance of bottom events is calculated and ranked.Finally,according to the results of the analysis,targeted preventive measures are put forward.(4)Suggestions on safety countermeasures are put forward,and the“Five-in-One” model of safety behavior management is introduced to analyze the function and structure of the model and the model is applied to the company,which provides a new model for safety management ofthe company.
