In recent years,the State Council has successively issued important documents such as the "Opinions on the Implementation of Rural Revitalization Strategy" and the "Three-Year Action Plan for the Improvement of the Rural Human Settlement Environment",which clearly regards the treatment of rural domestic waste as a key task in managing the rural environment and building beautiful countryside.Accomplishing this important task is a systematic project,which cannot be achieved by the power of any one of the government,the market,and society;it can only be effective if all parties cooperate in governance.How to coordinate governance?Urgently needs to be studied by the academic community.In response to this demand,this paper uses the SFIC model to conduct a systematic study on the issue of "collaborative management of rural domestic waste" based on the survey results of domest’ic garbage management during the construction of beautiful rural areas in Ezhou.policy suggestion.This article follows the thinking approach of "finding problems-proposing problems-analyzing problems-solving problems",and its structure consists of seven parts:Part one:Introduction.This part includes the research background and meaning,definition of related concepts,the theoretical basis and methods of this research,the framework and innovation of this paper,Ezhou’s treatment of rural domestic waste,and a brief introduction to the construction of beautiful countryside.Part two:Literature review and evaluation.This part summarizes the domestic and foreign research literature from the main subjects of rural household waste treatment,treatment tools,treatment methods and techniques,and treatment effects,and briefly evaluates them.Part three:Research models and assumptions.This part first introduces the SFIC model;then it explains the feasibility of using the SFIC model to study the problem of rural household waste treatment;finally,it proposes four hypotheses based on the SFIC model.Part four:research design and data collection.This part mainly explains the selection of survey area,the design of questionnaire,the design of interview questions and the situation of data collection.Part five:statistical analysis,hypothesis verification and interview arrangement.This part mainly uses SPSS software to carry out statistical analysis and hypothesis verification on the questionnaire data,and organizes and analyzes the results of the interview survey.Part six:Thinking about policy recommendations based on research results.Based on the results of the fifth part of the study,this section considers policy recommendations for improving and enhancing the effectiveness of rural household waste management from the four-factor dimension of the SFIC model.Part seven:Research summary and outlook.While summarizing the main results of this research,this section points out the existing deficiencies and looks forward to overcoming them and advancing research.The innovation attempts of this paper are mainly manifested in the following three aspects:First,innovation in the use of research models.According to the literature review,it is found that the results of using domestic theoretical models to study the problem of rural domestic garbage treatment are quite rare,and the results of research using SFIC models have not been found.Therefore,the study of rural household waste management based on the SFIC model is obviously innovative.Second,innovation in the use of research methods.This article mainly adopts an empirical method to study the problem of rural domestic garbage treatment,that is,the four initial assumptions such as "initial conditions" are derived from the SFIC model,and then the hypotheses are verified based on 359 valid questionnaire data and related statistical methods,and then the rural life is improved according to the research results Policy implications of the effectiveness of waste management.This rigorous and empirical approach to the research of rural household waste management is quite rare in China’s academic circles and it is innovative.Third,innovation in the construction of policy recommendations.Based on the four factors of the SFIC model,this article constructs policy recommendations to improve the effectiveness of rural domestic waste collaborative management,that is,to seek equal resources and power,to promote the growth and development of rural domestic waste collaborative management;to clarify the roles and responsibilities of all parties,and to achieve collaborative management of rural domestic waste.To carry out in an orderly manner;optimize the system design and arrangement to ensure that the rural domestic waste collaborative management is rational and reasonable;improve the collaborative process mechanism and improve the rural domestic waste collaborative management operation effect.These policy recommendations are highly novel and applicable.
