Research On The Problems And Countermeasures Of Rural Domestic Waste Treatment From The Perspective Of Collaborative Governance

In recent years,with the continuous development of social economy,the problem of rural domestic garbage has become increasingly prominent,and reports such as "enclosing villages with garbage" have been frequently reported,which has brought a great test to the renovation of rural human settlements.Since2018,Sichuan Province has launched a series of reforms such as institutional reform,withdrawal of townships and towns,and integration of villages and groups.The adjustment and optimization of the original loose pattern and the further streamlining of administrative institutions can,in theory,relatively concentrate government resources such as policies,funds and projects.Some targeted infrastructure improvement,improve the convenience of rural life,and promote the in-depth development of Rural Revitalization.However,in the field of rural domestic waste treatment,Extending to the county level,there are still problems such as too many leading departments,unclear or even overlapping responsibilities of functional departments,obvious insufficient effectiveness of interaction between social enterprises,the government and villagers,and generally low enthusiasm of villagers to participate.Through combing relevant literature,building theoretical models and comprehensive analysis,this paper believes that rural domestic waste treatment is a very complex and cumbersome livelihood project,and it is difficult to achieve effective governance by relying solely on the strength of the government or enterprises.The market-oriented mode of governance led by the government is the general trend,and collaborative governance has become one of the best ways to solve the problems of rural domestic waste treatment.In this paper,H township of Pengxi county is selected as the research object.Starting from the perspective of collaborative governance,the research direction is the problems and Countermeasures of rural domestic waste governance.By using questionnaire survey and in-depth interview,the SFIC improvement model is explored and established as the analysis framework of the article.It starts from the four dimensions of external environment,collaborative motivation,collaborative process(including collaborative engine,collaborative behavior)and collaborative consequences,The current situation of rural domestic waste treatment in H township of Pengxi county was deeply explored,and the achievements of the current treatment work were summarized.Four problems were summarized in the process of treatment practice: external environment obstacles,difficult to stimulate collaborative motivation,insufficient flow of collaborative process,and lack of tracking of collaborative consequences.The reasons were the restrictions of the township level on environmental optimization,the constraints of participants’ collaborative cognition and their own ability The collaborative engine can not provide enough power and does not pay enough attention to the collaborative consequences.From the four dimensions of the SFIC improved model,combined with the actual situation of H Township,this paper puts forward four countermeasures and suggestions on how to promote the collaborative governance of rural domestic waste in H township of Pengxi County,including vigorously removing external obstacles,fully resolving collaborative differences,optimizing the smooth collaborative process management,and continuously tracking the collaborative consequences.
