With the rapid advancement of urbanization and the improvement of living standards,the output of domestic waste has increased.The demand for the harmless treatment of domestic waste has increased.Domestic waste incineration and power generation project is one of the important methods for the harmless treatment of household waste.It has an important role in achieving the reduction,recycling and improving the environmental sanitation of cities and towns,and solving outstanding environmental problems.The incineration of power generation and grid connection have extended the vein industry chain,turning waste into treasure and generating new economic benefits.Domestic waste treatment is a part of public utilities.The domestic waste incineration and power generation project has difficulties such as long project construction period,high initial operating costs and high technical requirements.If It is completely dependent on the government in terms of capital and technology,it will be difficult to realize the construction and operation.The BOT model is an innovative project financing model for cooperation between the government and social capital.Both parties can leverage their advantages to provide higher quality public utility services for society and people.It is helpful to alleviate government financial pressure by using the BOT model in domestic waste incineration and power generation project.lt will make full use of social capital,technology,production enthusiasm,improving project efficiency and achieving Multi-win.The BOT project is still in infancy and development stage in China.The performance evaluation system of the BOT project still needs to be improved.Most of the domestic waste incineration and power generation projects in BOT model in Hunan domestic use scoring methods to perform qualitative analysis.Quantitative performance evaluation research is relatively lack.This paper takes 13 domestic waste incineration and power generation projects in BOT model as the main research object.The DEA model is used to do the performance evaluation,to explore the input-output relationship and existing problems.Tobit model is used to analyze the influencing factors.It will be helpful to the mid-to-long-term plan of domestic waste incineration and power generation projects in Hunan domestic,to avoid the waste of input elements and maximize output.The result of the study shows that the performance evaluation of each stage of the domestic waste incineration and power generation projects BOT project in Hunan Province is relatively independent.The performance evaluation of the implementation stage is insufficient.The demonstration effect of the demonstration projects is not enough.There is input redundancy and insufficient output.The undesired output is redundant to investment.In the traditional economic efficiency calculation,6 projects show the DEA validity,which scale returns are unchanged.7 projects show the non-DEA validity,of which 6 projects'scale returns are increasing and 6 project's scale return is decreasing.In the economic efficiency calculation considering undesirable output,9 projects show the DEA validity,which scale returns are unchanged.4 projects show the non-DEA validity,of which 3 projects' scale returns are increasing and 1 project's scale return is decreasing.3 projects have changed from the non-DEA validity to the DEA validity in the economic efficiency calculation considering undesirable output.The redundant input offset the negative effects of pollution emission.The analysis of influencing factors in Tobit model shows that the population of the central urban area where the project is located and the number of Public-Private Partnership projects are positively correlated with the average value of the Crste of the project,while the number of legal entities in the public facilities management industry is negatively correlated with the average value of the Crste of the project.It is not comprehensive to use the national pollution emissions as the only standard to restrict pollution emission of the projects.Based on the above research results,this paper proposes to improve the performance evaluation and method of the domestic waste incineration and power generation projects in BOT model.It is necessary to improve the effect of demonstration project and strengthen overall planning.
