| Qianjiangyuan national park system pilot area is one of the 10 national park system pilot areas in China.It is the birthplace of the Qiantang river and an extremely important water conservation area.It undertakes the strategic task of maintaining the ecological security of the whole Qiantang river basin.Due to historical reasons,there are a series of problems in the pilot area of Qianjiangyuan national park system,such as diverse types of ecological protection lands,decentralized management rights,unclear background of ecological resources and assets value,lack of ecological compensation standards,and prominent community conflicts,etc.,and the ecological value of wetland ecosystem is in an important position.This study evaluated the service value of wetland ecosystem in the pilot area of Qianjiangyuan national park system in 2005,2010 and 2016,and then determined the reference basis of ecological compensation standard to provide scientific basis and decision-making support for promoting the construction and management of national parks.By reading a large number of documents and access to relevant data,based on combing research progress at home and abroad and relevant theories,combining the theory of ecology,economics method and the statistical analysis method,this paper for the first time in the national park system within the scope of testing study of multi-type compound wetland ecosystem,the rivers,pits,reservoirs,paddy fields,such as wetlands and the resource of qianjiang river in 2005,2010 and 2016 the national park system testing the supply of wetland ecosystem,regulating,cultural and support 4 categories a total of 12 classes to evaluate the value of ecosystem services,finally analyzes the driving factors.The research results show that:1)The total value of wetland ecosystem services in the pilot area of qianjiangyuan national park system showed a decreasing trend in 2005,2010 and 2016,which were 645.11×10~6yuan,535.90×10~6yuan and 411.82×10~6yuan,respectively.2)Regulating atmospheric temperature and food crop production are two core functions of the wetland ecosystem in the pilot area of Qianjiangyuan national park system,which account for more than 90%of the total value of services;3)Regulating service is the main service type,accounting for more than 55%of the total service value;4)Local fill river roads,DAMS process to speed up the degree of mechanization,food crops to improve,farmers to the excessive pursuit of crops for food production,decrease the area of the wetland and excessive use of chemical fertilizers,although from 2010 to 2016,the society for the protection of the ecological environment consciousness constantly improve,the government also take corresponding measures,but still can’t get significant improvement in the short term.It is suggested to further strengthen the management system and decision-making support system of the pilot area of Qianjiangyuan national park system,improve the whole society’s understanding of the value of wetland ecosystem services,and realize the coordinated development of ecological protection and industry.In this paper,the study area in 2005,2010 and 2016 to adjust service value as the foundation,will lose the opportunity cost of local residents or regulating services value loss of wetland ecosystems as reference in ecological compensation limit,through resource of qianjiang river national park system farmers intend questionnaire testing scope,estimate the national park system ecological compensation standard minimum reference testing scope,fully considering the resource of qianjiang river national park system testing requirements and local conditions,the ecological compensation of the questionnaire involving three towns,22 villages,a total of 400 questionnaires,383 valid questionnaires,17 invalid copies with an effective rate of 95.75%.The results show that:1)The reference value of the upper limit of wetland ecological compensation in the pilot area of qianjiangyuan national park system is 2746.84yuan/mu(a·hu);2)According to the questionnaire results of farmers and the mathematical expectation formula of compensation willingness,the reference value of the lower limit of wetland ecological compensation willingness in the pilot area of qianjiangyuan national park system is 1875.20 yuan/a·hu;3)In terms of compensation methods,the pilot area of qianjiangyuan national park system is mainly cash compensation,supplemented by technical and intellectual compensation.In addition,policy compensation and relocation compensation can be promoted.Finally,based on the above analysis results,this paper puts forward policy suggestions to strengthen wetland resource management in Qianjiangyuan National Park System Pilot Area from four aspects:gradually restoring natural wetlands,establishing wetland natural resources certification system,improving the National Park compensation fund guarantee mechanism,and building sustainable community participation development mechanism.. |
