Research On The External Cooperation System And Its Influencing Factors Of Offshore Oil In China

China has built a production base of offshore oil and gas fields with sustained and steady production of 50 million tons,formed a set of effective shallow and shallow-sea oil and gas field development technology and management system,and achieved important achievements in the field of offshore oil cooperation.With the increasing dependence of domestic oil and gas resources on foreign sources year by year,China is formulating plans to further increase storage and production,and actively promoting the reform of the oil and gas system at the institutional level.As an important part of China's oil and gas industry,it is necessary to examine the development process,composition and status quo of foreign cooperation during this historical period.Therefore,it is necessary and urgent to study the composition of China's offshore oil external cooperation system and its influencing factors,and put forward some suggestions for optimizing the external cooperation system under the requirements of national energy policy and oil and gas system reform.This paper takes China's offshore oil external cooperation system as the research object,and uses literature,interview and comparative research to carry out systematic research.Firstly,it summarizes the background,purpose and significance of the research on the external cooperation system of offshore oil in China,and clarifies the content and framework of the research.Secondly,drawing on the relevant theories of international oil cooperation,through a large number of literature research,data collation,international case analysis and comparison,the structure of China's offshore oil external cooperation system has been constructed,and after analyzing typical cases abroad,the specific contents of the various components of China's offshore oil external cooperation system are systematically combed,including the supporting legal and regulatory system of foreign cooperation,oil contract form,cooperation subject,business form,type of cooperation,etc.Secondly,it puts forward the common influencing factors of the international offshore oil external cooperation system,and analyzes the effects of various factors in the current factors affecting the external cooperation system of China's offshore oil,including the political and economic environment,national strategy,oil and gas energy situation and industry strategy,changes in the legal and regulatory system,the situation of the fiscal and taxation system,the potential of the marine oil resources and the technical level.Finally,through the above-mentioned analysis of China's offshore oil system system,the existing problems in the current system,and the ocean oil external cooperation system optimization proposals.
