Research On Management Of The Tender Procurement Project Of Explosion-proof Electrical Apparatus In D Oilfield

Since the Nineteenth National Congress of the Communist Party of China,the overall development of China's economy has shown vigorous vitality.Various industries and fields have gradually shown a development trend of compliance with the law,transparency,objectivity and fairness,which is more and more in line with the needs of macro-development and the expectations of all sectors of society.As an important part of project management,bidding and procurement management of materials,is directly related to sensitive areas such as human,financial and material.It has a wide range of influence and high social attention,and therefore has been highly concerned by all sectors of society.D oilfield,as the representative of China's petroleum and petrochemical enterprises,has a large volume,high output and wide business scope.Especially with the gradual promotion and application of bidding procurement,the overall operation of procurement is becoming more and more scientific and standardized.Studying the operation of D oilfield bidding and purchasing project is of great practical significance and practical enlightenment for summing up experience,studying existing problems,putting forward solutions and realizing improvement and upgrading.In this paper,studies the bidding and purchasing project of explosion-proof electrical appliances in D oilfield.This paper introduces the research background,research purpose and significance,research status at home and abroad,research content and methods,and defines the meaning of bidding procurement and related concepts of bidding procurement project management.On the basis of introducing the operation of the bidding and purchasing project of explosion-proof electrical appliances in D oilfield in detail,through the methods of interview and documentary investigation,this paper deeply studies the one-sided access to information in the beginning,planning,execution and closing stages of the project,which is single in content;the bidding evaluation method is not advanced enough,the qualification evaluation is not detailed enough;the professional competence of bidding staff is insufficient,and the number of bidding evaluation judges is not enough.There are some problems,such as insufficient quantity,weak ability,lack of supplier management mechanism and supervision mechanism of bidding and purchasing projects.In this regard,the corresponding improvement measures are put forward,namely,introducing information consultation bodies,increasing information sharing and making good use of historical data to make the information channels wider and more comprehensive;comprehensively implementing two-step comprehensive evaluation method,defining evaluation score calculation formula,and refining the scoring content,so as to optimize the bidding and procurement scheme;strengthening the construction of bidding staff and evaluation judges team,so as to enhance their ability.The quality has been improved;the supplier evaluation,supervision and control of bidding and procurement projects have been strengthened to ensure the overall operation of the project in accordance with the law,which provides a reference for good bidding and procurement projects oject management,and to improve the efficiency,efficiency and quality of the bidding and procurement project management in state-owned enterprises.
