Study On Ecological Efficiency Evaluation And Influencing Factors Of China Paper Industry

China’s paper and paperboard production and consumption have ranked first in the world.The paper industry has achieved rapid growth while achieving steady growth in the national economy.However,due to the influence of the traditional economic development model,the excessive consumption of resources and environmental pollution in the paper industry have become increasingly serious,especially the consumption of water resources and wastewater pollution.As an important indicator to comprehensively measure economic performance and environmental impact,the ecological efficiency of China’s paper industry can not only directly reflect the coordination of the industrial economy and environment,but also reflect the optimal ratio of relevant input-output factors.So as to put forward targeted countermeasures and suggestions,to achieve the transformation and upgrading of the paper industry.Based on the review and summary of resources economics,ecological economics,sustainable development theory and ecological efficiency related literature,combined with the development of China’s paper industry,environmental pollution,and the status quo of governance,the SBM-DEA model based on undesired output and the ML index method were used to measure the static ecological efficiency and dynamic ecological efficiency of the paper industry in 16 provinces of China from 2005 to 2017.And according to the economic region,it is divided into eastern,central and western regions for comparative analysis.Based on the results,the Tobit regression model was used to further analyze the specific factors influencing the paper industry’s ecological efficiency.The main conclusions of this paper are as follows: Firstly,the static ecological efficiency of China’s paper industry shows a growing trend,and the differences in efficiency among different provinces are obvious.The paper industries of the three major regions are sorted according to the value of ecological efficiency,showing the "east-center-west" step distribution.The main reason for the paper industry’s ecological efficiency is not the lack of economic output,but the excessive consumption of resources and excessive discharge of pollutants.The biggest improvement potential of the paper industry in the three major regions is the wastewater discharge index.Secondly,the dynamic ecological efficiency of China’s paper industry is showing growth,and technological progress is the main influencing factor.By region,the eco-efficiency trends of the paper industry in the eastern,central and western regions are similar.Technological progress is the main factor leading to the improvement of the ecological efficiency of the paper industry in the eastern and western regions.The change in scale efficiency is not obvious.The improvement of the dynamic ecological efficiency of the paper industry in the central region mainly depends on technical efficiency.Thirdly,China’s paper industry’s ecological efficiency has different effects.Resource consumption and product structure have a negative impact on the paper industry’s ecological efficiency.The industrial structure and economic development level have a positive impact on the paper industry’s ecological efficiency.However,the degree of openness to the outside world and government environmental regulations may not necessarily increase the ecological efficiency of the paper industry.Finally,based on the research results,this paper puts forward policy recommendations for improving the ecological efficiency of China’s paper industry.
