The end of the 13 th Five Year Plan,the continuous improvement of logistics infrastructure construction,the gradual rationalization of transportation structure,and the gradual development of intelligent logistics have significantly enhanced the support and guarantee role of the logistics industry in the development of the national economy.The "14th Five Year Plan for Modern Logistics Development" issued by the General Office of the State Council in 2022 is the first five-year plan in China’s logistics industry,proposing new directions and tasks for the development of the logistics industry.The new plan puts forward higher requirements for the logistics development of the coal industry,including the geographical mismatch between coal supply and demand,and the characteristics of long-distance,cross regional,high cost,and high pollution in coal transportation,Resulting in low overall transportation efficiency in the main coal production areas.With the end of the supply side reform to reduce production capacity in traditional industries and the arrival of the demand side reform to expand domestic demand,studying the logistics efficiency of coal main production areas can help promote high-quality development of coal enterprises and the transformation and upgrading of modern logistics coal.This article selects thirteen coal producing provinces such as Shanxi,Shaanxi,and Inner Mongolia as the research objects,focusing on logistics efficiency.It introduces the background and significance of the research,and defines the theoretical basis for coal logistics by reviewing relevant literature and theories;Introduce the basic conditions for the development of coal logistics from four perspectives: policy environment,economic environment,human resources environment,and technological environment,and then analyze the problems that exist in the management concept,technological innovation,and talent cultivation of coal logistics at the current stage;Based on the current situation of the problem,the evaluation system of coal logistics efficiency is established by reference to literature,and relevant data of four input indicators and two output indicators from 2012 to 2021 are collected.The CCR and BCC models are used to measure and analyze the comprehensive efficiency,pure technical efficiency,scale efficiency,and returns to scale of coal logistics in 13 provinces;Afterwards,the comprehensive efficiency of coal logistics in thirteen provinces will be used as the independent variable.Based on the research,the level of regional economic development,regional logistics policies,logistics infrastructure construction,logistics informatization level,and logistics human capital will be selected as the dependent variables.A Tobit model will be established,and Stata software will be used for empirical analysis to study the correlation and significance level between logistics efficiency and various influencing factors.Research has found that Hebei,Shandong,and other regions have higher comprehensive technological efficiency based on geographical location;The logistics specialization level in Ningxia Hui Autonomous Region is the highest;Returns to scale in Shaanxi is decreasing year by year,and the increase of input is greater than the increase of output.It is suggested to reduce the scale to improve the efficiency.Inner Mongolia and Shanxi have achieved the optimal efficiency.At the same time,the four factors of economic development level,regional green support,logistics industry location entropy,and logistics informatization water are positively correlated with coal logistics efficiency,while logistics human resource investment,regional industrial structure,and coal logistics efficiency are negatively correlated;The four factors of regional economic development level,coal logistics location entropy,logistics human resource investment,and informatization level are significant at different levels.Through empirical analysis and previous research on the current situation,targeted suggestions are proposed for improving the efficiency of coal logistics.Figure 1 Table 16 Reference 83...
