In recent years,environmental governance has become a hot topic,and local governments are actively promoting a green development mechanism,hoping to resolve the contradiction between economic development and environmental protection at an early date.On the one hand,the central government,as the highest level of management in China,has the power to control all other local governments,and has also formed an authoritative chain of unified management in organizational structure,legal norms and administrative systems,striving to ensure the development of China’s environmental protection authority.On the other hand,with the continuous improvement of the national system,various democratic systems have also been introduced,and the effect of environmental governance can be improved through civic participation,which increases the enthusiasm of citizens for environmental protection.This paper summarizes the above two aspects into environmental protection authority and environmental protection democracy.As a core independent variable,which independent variable has an impact on environmental governance? Or which independent variable has a bigger impact?Based on the controversial theory of environmental protection and environmental protection democracy,this paper constructs an analytical framework for explanatory variables,thus effectively judging the actual effects of environmental protection and environmental democracy on environmental governance.Through the collection of panel data from 31 provinces,municipalities and autonomous regions(excluding Hong Kong,Macao and Taiwan)from 2006 to 2015,we discuss environmental rights and powers based on power and financial power,and environmental democracy based on citizen participation.Impact.The study found that environmental protection and environmental protection have different degrees of promotingenvironmental governance.Among them,the environmental responsibility system represented by the authority has a significant effect on reducing the emission of binding pollutants,but it is not significant for non-binding indicators.Through the analysis of financial power,it is found that environmental protection authority can significantly reduce the discharge of water-based pollutants,but has no effect on the emission of atmospheric pollutants,but this shortcoming can be compensated by environmental protection democracy.In the course of the research,it was also found that there is a non-equilibrium development relationship between water quality control and atmospheric management,which causes implementation bias in environmental governance.Finally,through the top-down environmental protection authoritarian theory and the bottom-up environmental democratic theory,this paper deepens the understanding of the two environmental treatment effects,proposes a unified measurement method,improves the local government governance enthusiasm,improves the environmental legal system and improves Policy recommendations such as social organization participation. |
