Study On Government Incentive Mechanism Of Quanzhou Watershed Governance

In this paper,Quanzhou watershed management is selected as the research object,focusing on its government incentive mechanism,describing the research background and research status at home and abroad.From the perspective of public management,the relevant laws and regulations of watershed management,relevant documents and policies of Quanzhou water environment protection,achievements and cases of Quanzhou watershed management are analyzed,and it is found that Quanzhou City flow The government incentive mechanism of regional governance has been initially established,with Quanzhou Municipal government as the incentive subject,which has corresponding incentive means for the government and its related departments,enterprises,the public and other incentive objects,but the incentive objects are mainly the government and its related departments.There are no special policies and regulations in the government incentive mechanism of Quanzhou River Basin treatment,but it is reflected in the working documents and daily administrative system of the government and its departments,and plays a guiding role under the guidance of river basin water quality,industrial enterprise pollution treatment and other indicators.In the analysis,this paper starts from the incentive theory,tournament theory and other public management theories,focusing on the analysis of the incentive role of environmental protection target responsibility system,watershed ecological compensation,river chief system,environmental supervision and other environmental systems in Watershed Governance.However,in the work of river basin management,the government incentive mechanism of Quanzhou also has some problems,such as uncoordinated positive incentive and negative incentive,and insufficient incentive for enterprises and the public to participate in river basin management.According to the analysis,this paper puts forward three aspects: strengthening the motivation of government incentive in river basin management,optimizing the incentive strategies of enterprises and the public,and establishing the government incentive feedback mechanism Policy suggestions should be made to improve the government incentive mechanism of Quanzhou river basin management and strengthen the work of Quanzhou river basin management.
