Research On The Selective Implementation Of Environmental Policies By Local Governments

In recent years,environmental problems such as water pollution in China and persistent heavy smog in the beijing-tianjin-hebei region have become frequent,which have seriously affected people’s normal production and life,it has become an important factor hindering China’s economic and social development.And on the international front,environmental pressure is increasing,the Copenhagen climate conference is difficult to reach a consensus.Under this internal and external double pressure,the environmental protection problem is urgent.Since the 18 th national congress of the communist party of China,general secretary xi jinping has stressed that "clear waters and green mountains mean mountains of gold and silver".The Chinese government has issued environmental protection policies one after another,and the report to the 19 th national congress of the communist party of China listed pollution prevention and control as one of its three major challenges.At the central government level,policies were introduced intensively,environmental supervision was intensified,and fiscal investment in environmental protection was increased.The concept of "low-carbon economy","emission reduction" and "beautiful China" has gradually taken shape,and policies and actions in the field of environmental protection have been implemented step by step.However,at the local government level,whether the environmental protection policy is fully and effectively implemented and whether the concept of environmental protection has been implemented or not has become issue to be clear at present.This paper,from the financial perspective,combines the theories of Chinese decentralization,principal-agent theory and game theory,and adopts the literature analysis method and case analysis method to review.the domestic and foreign literatures on the selective implementation of policies and the function of finance.On the basis of sorting out the general framework and specific links of environmental protection policy implementation,this paper expounds the influencing factors of local government’s environmental protection policy implementation from the aspects of environmental protection concept,supervision constraint,execution willingness,execution ability and budget game.In order to clarify the matching of financial resources of local governments to environmental protection policies,this paper explores the actual policy behavior of local government from three aspects: the composition of environmental protection fund,key project guarantee and actual expenditure by specific case analysis is made in the W zone.Therefore,it is found that the local government carries out environmental protection policies selectively.The main reasons are inconsistent policy objectives,imperfect transfer payment management system,ambiguous environmental protection authority,mismatching between authority and financial authority,and imperfect performance appraisal system of environmental funds.Finally,this article on the basis of qualitative analysis and quantitative analysis.On how to strengthen the transmission function of policies,strengthen the implementation of environmental protection policies by local governments and promote the realization of environmental protection goals.Further Suggestions are put forward from the following three aspects: establishing the policy concept of ecological and environmental protection,establishing and improving the financial management system of environmental protection,and promoting the reform of relevant systems of environmental protection.
