Research On The Management Performance Of Construction Safety Supervision Department Under The Purchase Service Mode

As the pillar industry of my country’s national economy,the construction industry has always received much attention in engineering construction and production safety.Accidents had occurred continuously due to the complicated construction process and frequent cross-operations of some project in recent years.And construction safety supervision is regarded as an effective method in the industry.The construction safety supervision department is responsible for construction safety supervision in China.However,who facing the main problems are the range of supervision areas is wide,and fewer supervisors and professionals are scarce.The service mode has solved these problems to a great extent.At the same time,the application of the purchase model has led to the previous management performance evaluation system of the construction safety supervision department no longer applicable.It is in line with the actual development to establish a new management performance evaluation system for the construction safety supervision department under the purchase service model.This article mainly includes component index system and evaluation model.First of all,the paper by referring to relevant documents issued by the state and the existing research results of scholars to define the relevant theoretical concepts such as the content and scope of services purchased by the construction safety supervision department and introduce the new public management theory and new Public service theory.Secondly,the paper to comparing the changes in management behaviors of the apartment by organizational behavior,decision-making behavior and regulatory behavior.It’s good for establishing index system.Afterwards,this article follows the logical framework of "input-process-output-result" and adopts the method of literature combing to complete the preliminary construction of the indicator system.In order to ensure the indes system is comprehensive and accurate,the questionnaire survey Method and method of membership analysis are used to conduct secondary screening of selected indicators.The completed index system is used as the basis of the management performance evaluation model.Meanwhile the combined weights of AHP and relevance are used to design the weights of each index.Then,the fuzzy matter-element analysis method is used to complete the construction of the management performance evaluation system.Finally,the management performance evaluation model is used to analyze the actual cases,and suggestions are made according to the management results of the construction supervision department of the model output.
