Research On Improvement Of Public Air Transportation Safety Supervision In Region D

The development level of China’s national economy has reached a new level with the successful conclusion of the 13 th Five-Year Plan,The demand for civil aviation transportation continues to increase.In just five years,private capital has been invested in the field of civil aviation,and various airlines have sprung up like bamboo shoots after a spring rain.However,the number of civil aviation safety supervisors has not increased significantly.In the face of the increasing number of airlines and the uneven management level,how the government can optimize the supervision method and improve the supervision efficiency without increasing the staffing is to be discussed in this paper.This paper mainly focuses on the optimization of public air transport safety supervision in Region D.The theory,subject and method of civil aviation safety supervision at home and abroad is compared and analyzed.Then combined with the status quo and operation characteristics of safety supervision mode in Region D,in-depth analysis of the past public air transport safety supervision work in the short comings.And then to "regulatory standards are different ways of sinking,the regulatory focus is not prominent,regulatory insufficient" for guidance,based on the theory of system safety and system safety process model,combined with the domestic and foreign advanced experience,for the Region D public air transport security supervision optimization scheme is put forward,continuously explore regulatory basis,promote administration according to law,comprehensive regulation ability.Finally,from the perspective of policies and regulations,the implementation environment and safety culture,the supporting measures for the optimization scheme are formulated to ensure the feasibility of the optimization scheme.This paper studies the optimization of public air transport safety supervision in Region D,from punishment after the event to prevention before the event,from the government inspection to enterprise self-examination according to law,so as to encourage the regional civil aviation safety supervision gate to move forward,improve the supervision method,and enhance the supervision efficiency.It has a certain role in promoting the modernization of civil aviation governance system and governance capacity.
