Study On Environmental Benefit Estimation Of Desulphurization And Denitration

The accounting of the magnitude of value of environmental pollution shall be considered in two aspects in the process of atmospheric environmental governance.One is the environmental governance cost,which refers to the actual cost incurred for governing the existing pollution;the other is the cost of environmental degradation,which refers to the damage to environmental function caused by the pollutants discharged in the process of atmospheric emission under the current governance conditions.The governance cost method is generally adopted in calculating the cost of construction and operation of desulphurization and denitration facilities,and the pollution economic loss method is generally used to calculate the environmental degradation costs caused by the emission of SO2 and NOX into the atmosphere.When the environmental degradation cost calculated by the pollution economic loss method subtracts the equipment construction and operation cost calculated by the governance cost method,the influence value of desulphurization and denitration facilities on the environmental benefits shall be obtained ultimately after they are constructed.This is the core and focus of this paper.The calculation method of the influence of SO2 pollution on human health,agriculture,forestry and materials is obtained on the basis of the previous research results.Since SO2 is discharged through chimneys after burning in boilers of the carbon black plant,the ground level concentration of SO2 must be worked out if wanting to obtain the interrelation between SO2 and human health,agriculture,forestry and materials,and then obtain the specific data of the influence by bringing the concentration value in the previous formulas related to human health,agriculture,forestry and materials,thus figuring out the impact of SO2 on environmental benefits.Finally,the influence of NOX on environmental benefits is indirectly obtained through research on the relevant expense of environmental protection tax.On the basis of research on the estimation method of the environmental benefits of desulphurization and denitration,this paper puts forward the basic algorithm of the influence of single point source pollutants on the living environment,and obtains the general environmental benefit value after M carbonblack plant starts to use the environmental protection equipment of desulphurization and denitration.In the end,it is concluded that atmospheric environment governance plays a very positive role in the development of the company,the change and influence of the surrounding environment and the improvement of the people’s health.Although enterprises may feel labour pains in the early stage of the construction,but,in the long run,the positive effect is remarkable from the perspective of enterprise and social development.At the national level,construction and operation of desulphurization and denitration facilities can make positive efforts for making our skies blue again and improving China’s ecological environment.
