In petrochemical enterprises, steam power system provides energy and steam necessary for operation of process.Steam power system operation needs to consume a large amount of primary energy, fuel cost accounts for a large proportion of the total cost of petrochemical enterprises. At the same time, the burning of fossil fuels releases a large number of harmful gases, causing environmental pollution and the greenhouse effect.Previous researches on steam power system mainly focused on how to adjust the distribution of load among different equipment under specific working conditions to achieve the goal of optimal total cost. The influence of regulation mode on the operation of steam power system is rarely studied, and the operation law of steam power system when the working condition changes is rarely studied. In this paper, two ideal regulating modes of steam turbine are innovatively put forward: constant inlet steam volume regulating mode and constant condensing steam volume regulating mode.In view of environmental factors, the flue gas flow method is used to calculate the production volume and emissions of SO2,so as to avoid the influence of desulfurization efficiency change on the calculation of SO2 emissions when the working conditions change. When the working condition changes, the change of quota quantity and emission will finally affect the CO2 performance cost.In the previous CO2 emission study, steam power system operating conditions were constant.Studying the variation rules of quota amount and emission under different working conditions will improve the universality of carbon performance cost model.Six new operating conditions are given based on comprehensive operation cost,SO2 cost and CO2 performance cost, and then the variation rules of steam power system operation under different adjustment modes are comprehensively considered from the perspectives of energy, environment and low carbon. And putting forward the guidance to the actual production operation. These are final conclusions:(1)Constant steam intake and constant condensing can effectively adjust the system. The effects of the two methods are different under different working conditions. When the heating quantity increases in the constant steam inlet mode, the power generation decreases, the heating ratio increases and the circulation efficiency improves. When the heating quantity increases in the constant condensing steam volume mode, the power generation increases, the heating ratio increases and the circulation efficiency improves. The total cost of the two regulation modes is equal around 2 million GJ,and the constant condensing volume regulation mode is more economical when it is larger than 2 million GJ.(2)No matter which kind of regulation mode, the increase of heat supply is not conducive to reducing the operating cost, environmental pollution cost and total cost; However, the increase in heat supply will help reduce the cost of carbon emissions.(3)Comparing the two regulation modes, when the heating quantity increases, the heating ratio, operating cost, environmental pollution cost, carbon emission cost and total cost of the constant condensing steam volume mode change steadily. And the greater the heating quantity is,the stronger the economy is.
