At present,environmental and energy problems are becoming more and more serious,and the automobile industry,as a key industry with high pollution and high consumption,is increasingly concerned by governments,companies and scholars of various countries.In China,with the support of a series of related environmental policies from the government,new energy vehicles are developing rapidly.At the same time,traditional fuel vehicles have to undergo industrial transformation or technological upgrading due to regulations.At present,the introduction of a series of incentive-regulation policies such as government subsidy policies,double-point system("Parallel Management of Average Fuel Consumption of Passenger Car Enterprises and New Energy Vehicle Points"),carbon trading("New Energy Vehicle Carbon Quota Management Measures")will have a profound impact on the investment and operation of the new energy vehicle supply chain,and different policies will have different impact mechanisms and utilities.This article first analyzes the positive externalities and policy quantification ideas of new energy vehicle projects on the basis of explaining the relevant concepts and current status of the new energy vehicle supply chain and government environmental policies,and then builds an investment decision model for the automobile supply chain.On the one hand,in the context of subsidy policy and double-point policy,a collaborative supply chain net present value model was established.The Lagrange multiplier method was used to solve the optimal initial sales volume with constraints of environmental carrying capacity and carbon emission limits.On the other hand,construct a Rubinstein bargaining game model to analyze the cooperation mechanism of the new energy vehicle supply chain,solve the utility distribution coefficient,and discuss the transmission path of policy utility from the manufacturer to the supplier.Finally,take Beijing New Energy Automobile Co.,Ltd.as an example,and use the survey data to numerically calculate the theoretical model.On the one hand,the net present value method is used to measure the profitability of the automobile supply chain under different policy backgrounds.On the other hand,the sensitivity analysis is used to evaluate the impact of variables such as environmental carrying capacity on the environmental performance of the supply chain.Studies have shown that the role of environmental policies and supply chain coordination are necessary to effectively reduce pollution and promote the developmentof new energy vehicles.The optimal initial sales of new energy vehicles depends on pollution limits and unit emission reductions,and the intermediate transfer price depends on cumulative sales and distribution.The relative change of the coefficient,the distribution coefficient has a positive correlation with the subsidy coefficient and the double integral price.The research of this thesis has certain reference significance for the decision-making of all parties in the automobile supply chain and government policy-making departments.
