| The US shale gas revolution has had a huge impact on the global energy market,and shale gas has become an important energy category.China is the country with the largest reserves of shale gas in the world,and is in a critical period of energy transformation.Shale gas should play a major role in the future.However,the development practice in the United States also shows that if regulation is not in place,the risk of water pollution from shale gas development will be significantly higher than conventional oil and gas development.Despite the accelerated pace of commercialization of shale gas in China,it has not implemented special environmental regulations for shale gas development like the United States,and the risk of water pollution is higher.In environmental regulation,the choice of regulatory tools is the primary issue.The selection of appropriate regulatory tools to control the mining process will be beneficial to the healthy development of the domestic shale gas industry.The choice of regulatory tools requires a clear understanding of the causes and specific aspects of pollution.Therefore,this paper first sorts out the causes of water pollution in domestic shale gas development.Subsequently,the causes of various types of pollution were aggregated,and the operation links related to water pollution were locked,and the selection of shale gas well sites,cementing operations,wastewater storage and treatment,and water quality monitoring of surrounding water resources were included in the regulation scope.Next,according to the characteristics of the regulation to be controlled,it has matched the regulatory tools including case review,standard setting,subsidy policy and so on.Among them,the cost-benefit analysis method is used to quantify the environmental benefits and regulations of various regulatory objects and their regulatory tools to measure whether the regulatory tools play a regulatory role.Finally,with the goal of maximizing the net benefit of all regulatory links,and establishing constraints on the resources available to enterprises and governments,a regulatory tool optimization model was established.The model can help determine the optimal combination of regulatory tools and identify the main constraints and the interactions of the environmental benefits of each link.By calculating the relevant parameters and calculating the results,the results show that under the condition of resource constraints,the optimal regulatory tool selection scheme is not to regulate the rest of the links.The regulation link with large net benefit value has priority in the selection. |
