The Paris Agreement,which was signed by the twenty-first United Nations climate conference,called for a global warming rate to be controlled below the level of 2℃.But the Paris Climate Conference on "common but differentiated" principle has not been fully reflected in mitigation,adaptation,loss and damage,climate financing and other issues,the developed countries to shoulder the historical responsibility of attitude is also very fuzzy,the differentiation trend among developing countries is becoming increasingly apparent.Therefore,the study of carbon emission responsibility based on the principle of sharing is helpful to point out the irrationality of the current carbon emission accounting principles,it is also of great significance to provide theoretical and practical basis for safeguarding the rights and interests of developing countries and avoiding unfair treatment on climate issues.First of all,this paper introduces the calculation method of IPCC emissions,and the unified international caliber division of carbon emission sectors,and estimates carbon emissions of Australia,Canada,China producer responsibility,France,Britain,Germany,Indonesia,Italy,Japan,South Korea,Mexico,Russia,Turkey,the United States from 2010 to 2014.Secondly,by constructing the multi input output(MRIO)model,the paper calculates the carbon emissions of consumer responsibility in the above countries.Finally,on the basis of the Rodrigues model,the paper analyzes the carbon emissions of the above countries.The empirical results show that compared with the principle of producer emissions,the carbon emissions of China,Russia and South Korea under the principle of sharing show a decrease in different ranges,while the United States,Britain,Germany,France,Japan,Italy,Mexico,Australia,Canada,Turkey and so on in the principle of sharing the carbon emissions showed a different range of increase.Therefore,this paper argues that in the international carbon emission responsibility,considering the responsibility of producers and consumers,not only meet the fairness requirement but also can coordinate the interests of all parties,to promote international emission reduction work.
