The Study On The Responsibility Of Carbon Emissions In China’s Foreign Trade Under The Principle Of Sharing

The global economic integration and the rapid growth of international trade have made the responsibility division principle of the current international carbon emissions increasingly obvious drawbacks.The single carbon emissions division principle can’t meet the requirements of the international trade parties for carbon emissions responsibility division principle.The definition of carbon emissions division principle directly affects the right of survival and development of a country,and also indirectly affects the enthusiasm of countries to make commitments to global climate change.As the largest developing country and the main export country,China faces the double pressure on its own development defects caused by environmental pollution and emissions reduction of the international requirements,so it is particularly important to study and discuss fair and reasonable principle of carbon emission liability.On the basis of the existing research,China’s net export carbon emissions responsibility is divided by using the principle of sharing.First of all,using the multi-regional input-output model calculates the net export trade embodied carbon of the top five trading countries with China from 1995 to 2011,and use the result as the apportionment object.Then construct the sharing framework of the embodied carbon.Based on the existing research on the influencing factors of the trade implied carbon,six indicators are quantified,and then the combination of subjective weighting method and objective weighting method is used to determine the degree of influence of the six indicators,The proportion of each country should be apportioned by calculating the weight as the importance of each indicator.Finally,calculate the proportion of carbon emissions that China should bear.On the basis of the comparative study of the proportion of carbon emissions responsibility in China,this paper analyzes the three aspects of the total amount,the department and the time dynamics,and then draws the conclusion.At the end,according to the results of the analysis,this article puts forward reasonable suggestions on how to reduce Chinese carbon emissions.During the thirteen five year plan,China should advocate a more fair and reasonable carbon emissions responsibility division to promote the implementation of the shared principle of the international community.
